Council’s willingness to relax the extent of use types erodes the intent to efficiently manage the retail cap for both showroom and commercial business efficiently and is an indicator that additional premises are required to manage this wider demand for businesses to locate in the Shire Business Centre. Furthermore, the Location IQ report states details that the adjoining Noosaville industrial estate, to the west of the site, is also experiencing pressures from non-industrial uses with several Type 4 Showroom or Type 2 Shop & salon retailers currently operating. The Noosa Centres Hierarchy Review 2017 was the outcome of this, and whilst not formally adopted, the report reflects that the retail experience is an evolving industry, responding to changing consumer preferences and expectations.
