Appendix A - Letter from the Applicant with community support
We acknowledge the Traditional Owners of the land on which we work and live in Cooroy, the Gubbi Gubbi people, and pay our respects to Elders past, present, and emerging. Thank you for taking the time to read about the proposed Cooroy Ecowash. We are Cooroy locals and our vision is to build a successful business that fills a need in our local area whilst remaining socially and environmentally conscious. We endeavour to construct a multi-bay vehicle wash that includes options for automatic and manual car washing as well as super-bays that will suit larger vehicles such as caravans, RVs and boats. There are currently no super-bays anywhere on the Sunshine Coast. Our plan incorporates vacuum bays, a dog wash, a healthy food & beverage outlet, and an accessible public toilet. The proposed site is 30-34 Elm Street, Cooroy, situated directly between the two existing service stations. Whilst exploring the viability of this project, in keeping with our mission, we have conducted market research to gauge community opinion and sought reports by professionals in the fields of economic needs, acoustics, traffic, engineering, community needs, environment and sustainability, carbon reduction and town planning. We have also conducted research on the environmental benefits a commercial vehicle washing facility will provide. We have also joined Plastic Free Noosa, have committed to reduce single-use plastics and are investing in a 100kW Solar Power System to provide 90% of our electricity usage. We believe the environmental benefit is of great significance. Cooroy is an extremely sensitive area as it has many surrounding waterways that are a part of the Noosa Biosphere. In order to gage community opinion, our team spent two days spent at the Noosa Property Hinterland Expo, Cooroy Memorial Hall (March 2021). Speaking to the community it became apparent that there is a major lack of public awareness with regards to the water cycle of the stormwater system. We estimate around 80-90 percent did not know that when cars are washed at home on the driveway or in the street, all the waste - oils, road grime, chemical residue and surfactants - will eventually make their way into one of our many surrounding waterways1. Once informed, people were not only happy, but excited to give their support in hope of being able to contribute to positive change that benefits our environment. To this point we have collected 255 signatures of support from local residents and 24 signatures of support from surrounding businesses. After this preliminary consultation with the community we discussed our project with other business groups in our area and have gained letters of support from Pomona Chamber of Commerce (COC), Noosa COC and Cooroy COC as well as support from Sustainable Happiness, TMC Design, Robert Mrozowski and also the previous owner of 30-34 Elm Street, please see letters attached. Cooroy is home to Cooroy Mountain Spring Water which is collected straight from the aquifers located at the base of Cooroy Mountain. The Mary River system is home to the critically endangered Lung Fish, Mary River Cod2 and Mary River turtle3 amongst other endangered and endemic species. This river system comprises of the Mary River, Ringtail Creek, Six Mile Creek and many other creeks, and feeds into the great sandy straits at the bottom end of Fraser Island, leading directly to the Great Barrier Reef. Also nearby are the river and lake systems of Noosa comprising Lake Weyba, Lake Cootharaba and Lake Cooroibah. These waterways all support the Noosa Everglade System which is one of only two everglade systems in the world (the other is in Florida). The EPA says most commercial car washes use 60 percent less water for the entire process than a homeowner uses just to rinse a car. Among the many impacts of motor vehicles on our environment, car washing has been noted by water quality experts as a serious contributor to water pollution4.

The proposed facility will recycle water, greatly reducing overall usage and treat the wastewater on site before
sending the remainder into the sewerage system to be properly disposed of. Solar power and rainwater harvesting
are incorporated into the design. Our goal is to move the facility toward achieving carbon neutral status.
The amenity of our beautiful town is of importance to us as locals and we have worked with our architect to design
a facility that is as aesthetically pleasing as it is environmentally conscious. We have sought to “enhance and improve
the streetscape”5 by using pitched roofing and building materials of varying texture including wood-look panels. We
have included extensive landscaping and there is provision for a large mural that could incorporate elements of
Cooroy’s history or local Flora and Fauna. Perhaps Cooroy could become part of the Australian Silo Art Trail!
https://www.facebook.com/groups/Australiansiloarttrail
As demonstrated by industry research, people will most often use a car wash as an opportunistic task on their way
to do something else, that is, they do not have to go out of their way to use it. The proposed position allows the
community to easily access the service, also keeping traffic out of the retail shopping area and avoiding extra
congestion on the Elm Street bridge. The design shows that the entrance and exit are not on the main road to ensure
the least possible disruption to the flow of traffic. Widening of Diamond Lane at the exit, and upgrades to Opal Street
frontage to include extra car parking are foreseeable changes that will improve the immediate area. The bus stop will
remain unchanged except that the surrounding area will be beautified through landscaping using native flora,
becoming a more pleasant facility for community members to utilise.
The Economic Needs Assessment report conducted by CDM Smith confirms that there is significant community and
economic need for a car wash in the locality of Cooroy. The report takes into consideration population, demographic
and competing business. This car wash is unique due to the inclusion of the two super bays (super bays are for easily
washing all areas of larger vehicles) and under carriage wash, which will attract people from elsewhere into Cooroy.
It is predictable that other businesses will benefit financially from extra visitors coming into town. For example, RVs
and caravans may decide to come to Cooroy to use the car wash facility and then stay at the local RV park, visitors
then become patrons of the town’s shops and cafes, stimulating the local economy. This vehicle wash will create jobs
for locals as it will require garden maintenance, cleaning, accountants and bookkeepers, trades, waste collection,
security and labourers to assist in the day to day running of the facility.
Another aspect of community focus will be facilitating local schools and clubs to raise funds, much like the famous
Bunnings sausage sizzles. We plan to support senior citizens with discounted wash rates and the provision of
assistance to wash their vehicles at no extra charge during allocated times. Additional ideas that may be of assistance
to community and environment include; advertising space used to educate customers about local environmental
concerns and projects, a notice board where business and community events can be advertised, a reverse vending
machine for bottle and can recycling and charging points for electric cars.
We are Cooroy locals, and our vision is to build a successful business that fills a need in our local area whilst
remaining both socially and environmentally conscious. We feel that the planning and research completed so far,
reflects our values and that a multi-bay vehicle wash in the proposed location will be an asset to Cooroy.

TO WHOM IT MAY CONCERN: REGARDING 34 ELM ST COOROY In May 2020 Kexron P/L decided to put 34 Elm St. back on the market. The reasons for this were twofold: having obtained a rezoning that allowed for retail shopping of considerable size we went to the market to ascertain the appetite for retail at this address. We were disappointed to find that interest in this project was lukewarm. We opined that this was possibly because the east side of town lacked appeal to the retail shop owner. It is possible the advent of the Corona Virus was negatively affecting this market; regardless there was at this time a surplus of vacant shops on Cooroy’s west side. One consistent response was that potential clients were dubious about the placement of retailing between two service stations. The general perception seemed to be that locals considered this area to be a commercial / industrial site. Mr King approached me with an offer of purchase of the block with the intention of establishing a car wash on the site. My response was that had indeed been our initial consideration for its usage. To the extent that we had even completed a business plan which I offered to him. The only reason that we did not pursue this concept was that we subsequently took in a business partner who preferred retail. In retrospect, having investigated several alternate usages, I do consider my initial concept of a car wash was the most appropriate use of this site. Given current research that clearly show car washes to be an environmental asset to a community I fully support the Kings application for such a community facility. Ron McCarthy, Kexron P/L

Joanne Hill - Kings Group
This letter serves to certify as a letter of support to COOROY ECOWASH business plan in
regards to its planned environmental impact.
As a sustainability consultant with Tourism Noosa I am pleased to see the following best
practice operational plans for this business.
COMMUNITY COMMITMENT & SUPPORT
Chris and Joanne have engaged local communities, asked for advice and planned their
business model around sustainable principles and recognised the Kabi Kabi people the
original inhabitants on the land where their business is planned.
ENERGY
The solar energy produced not only from the business rooftop but also from adjacent land
proposed, is planned to produce more energy than the business uses, and therefore could be
considered carbon positive in sending renewable energy back to the grid. The team have
met with me to discuss the process of becoming a “carbon neutral” business and measuring
their carbon emissions in the first year of business will be part of this process. We encourage
the implementation of Electric Vehicle charging as another facility in this space.
WATER
Even with the anticipated 40,000 litres of underground water storage shown here and
rainwater harvesting - which is double the minimum requirement we are pleased to see plans
to hold more than this amount in the future. Conserving potable water by recycling and
storing ground water whenever we can is an important key element in this plan and their
recognition of local Cooroy aquifers and its impact to locally endangered species is respected.
WASTE
Water recycling and storage, together with the potential saving of stormwater pollution of
heavy metals and toxic runoff often associated with residents using potable water and
allowing runoff to the stormwater drains will not only save water but also reduce waste
water pollution.

Further to this, Cooroy Ecowash has joined Plastic Free Noosa and will seek the elimination of
single use plastics at their healthy eatery. We would support the addition of a Containers for
Exchange refunds system, either an automated vending machine or bin collection service to
encourage recycling in the community.
I am pleased to support the project in these terms and can be contacted at any time to
further discuss this statement.
Yours sincerely

Mr Scott Waters Chief Executive Officer Noosa Council PO Box 141 Tewantin Qld 4565 By email only: [email protected] Dear Mr Waters, I am writing to you on behalf of the committee of the Noosa Chamber of Commerce and Industry in relation to the Cooroy Ecowash, a car wash proposed for development in Cooroy. Our committee has examined the proposal for the Cooroy Ecowash forwarded to me by Kings Group (QLD) Pty Ltd. The proposal is endorsed by the Noosa Chamber of Commerce and Industry because the committee considers that this facility would be an asset to Cooroy residents and those in the Noosa hinterland. The existence of a car wash in Cooroy would be environmentally beneficial because the water used for washes is treated and recycled, instead of pollutants running into storm water whilst individual car owners use town water to clean their cars. Additionally, the Cooroy car wash would reduce the number of trips to car washes in Noosaville that are currently made by residents of the Cooroy region, saving fuel costs and reducing emissions. We urge the Council to support this proposal. Yours faithfully Pamela Sweetapple Secretary Noosa Chamber of Commerce and Industry

Mr Scott Waters Chief Executive Officer Noosa Council PO Box 141 Tewantin Qld 4565 By email only: [email protected] Dear Sir Re: Development Application Proposed Car Wash 34 Elm Street Cooroy I am providing this letter of support to the above mentioned development. Firstly, I would like to introduce myself. I was employed by Noosa Council as an Environmental Health Officer from 1986 for a 24-year period. In this capacity our unit provided input into town planning conditions for the Shire’s DA on health and environmental impacts of the MCU. At the time and in line with Council’s strategies and goals I initiated and managed several environmental/stainability projects including the Sunshine Beach Clean Ocean Project which focused on stormwater management and community education to protect our waterways (received $250,000 in Federal Government funding). Also the Ecobiz project where local and state governments partnershiped with local Noosa businesses to initiate and promote best practice in sustainable and environmental practices and save their business money. In line with Council’s strategies and the Noosa Biosphere goals I believe the proposed development should be encouraged on many grounds. Socially and Economically this development will be locally owned and employ local people so will assist the local community and they also have stated they want to support local charities and clubs. By providing a local carwash service and saves travel time as there is currently no existing car wash in the area with the closest being located in Noosaville and Gympie. The proposed location is also well suited between two existing service stations in Cooroy. While the car wash strives to be Australia’s greenest /carbon neutral it will enable it’s users the satisfaction that they are doing the right thing environmentally and not polluting the local storm water with the washing run off. Environmentally from the information supplied by the applicant the proposed development promotes and addresses best practice sustainability in numerous areas such as water harvesting and recycling, solar power of 100 KW and numerous energy efficiencies. These type of developments promoting sustainability should be encouraged. Regards Robert Mrozowski PO BOX 1727 Noosa Heads 4567 0412533331
