Appendix A - Letter from the Applicant with community support
The proposed facility will recycle water, greatly reducing overall usage and treat the wastewater on site before
sending the remainder into the sewerage system to be properly disposed of. Solar power and rainwater harvesting
are incorporated into the design. Our goal is to move the facility toward achieving carbon neutral status.
The amenity of our beautiful town is of importance to us as locals and we have worked with our architect to design
a facility that is as aesthetically pleasing as it is environmentally conscious. We have sought to “enhance and improve
the streetscape”5 by using pitched roofing and building materials of varying texture including wood-look panels. We
have included extensive landscaping and there is provision for a large mural that could incorporate elements of
Cooroy’s history or local Flora and Fauna. Perhaps Cooroy could become part of the Australian Silo Art Trail!

As demonstrated by industry research, people will most often use a car wash as an opportunistic task on their way
to do something else, that is, they do not have to go out of their way to use it. The proposed position allows the
community to easily access the service, also keeping traffic out of the retail shopping area and avoiding extra
congestion on the Elm Street bridge. The design shows that the entrance and exit are not on the main road to ensure
the least possible disruption to the flow of traffic. Widening of Diamond Lane at the exit, and upgrades to Opal Street
frontage to include extra car parking are foreseeable changes that will improve the immediate area. The bus stop will
remain unchanged except that the surrounding area will be beautified through landscaping using native flora,
becoming a more pleasant facility for community members to utilise.
The Economic Needs Assessment report conducted by CDM Smith confirms that there is significant community and
economic need for a car wash in the locality of Cooroy. The report takes into consideration population, demographic
and competing business. This car wash is unique due to the inclusion of the two super bays (super bays are for easily
washing all areas of larger vehicles) and under carriage wash, which will attract people from elsewhere into Cooroy.
It is predictable that other businesses will benefit financially from extra visitors coming into town. For example, RVs
and caravans may decide to come to Cooroy to use the car wash facility and then stay at the local RV park, visitors
then become patrons of the town’s shops and cafes, stimulating the local economy. This vehicle wash will create jobs
for locals as it will require garden maintenance, cleaning, accountants and bookkeepers, trades, waste collection,
security and labourers to assist in the day to day running of the facility.
Another aspect of community focus will be facilitating local schools and clubs to raise funds, much like the famous
Bunnings sausage sizzles. We plan to support senior citizens with discounted wash rates and the provision of
assistance to wash their vehicles at no extra charge during allocated times. Additional ideas that may be of assistance
to community and environment include; advertising space used to educate customers about local environmental
concerns and projects, a notice board where business and community events can be advertised, a reverse vending
machine for bottle and can recycling and charging points for electric cars.
We are Cooroy locals, and our vision is to build a successful business that fills a need in our local area whilst
remaining both socially and environmentally conscious. We feel that the planning and research completed so far,
reflects our values and that a multi-bay vehicle wash in the proposed location will be an asset to Cooroy.
