Response to Information Request
18 May 2021
The Chief Executive Officer
Noosa Shire Council
PO BOX 141
Tewantin QLD 4565
Attention: Development Assessment (Tara Norley)
Dear Tara,
RESPONSE TO COUNCIL’S INFORMATION REQUEST
(RAL20/0028)
Property Description: Lot 5 RP202304
Property Address: 18 Pearsons Road, Cooroy
Development Type: Development Permit to Reconfigure a Lot (1 Lot into 2 Lots)
Local Authority: Noosa Sire Council
Planning Scheme: Noosa Plan 2020
Council’s Reference: RAL20/0028
Applicant: GL Walker
1.0 PREAMBLE
With reference to the above development application, we hereby provide our response to
Council’s Information Request dated 8 December 2020 within the further agreed upon
timeframe after receiving the request pursuant to Section 13.1 of the Development
Assessment Rules made under Section 68 of the Planning Act 2016.
2.0 INFORMATION RESPONSE
Issue – Rear Lot
The proposed new lots both adjoin six other lots. The Reconfiguring a Lot Code requires
that no rear lot shares a common boundary with more than four other lots.
Information Required
1. Provide evidence that the proposal complies with Performance Outcome PO21 of the
Reconfiguring a Lot Code.
Comment:
Proposed Lot 20 directly adjoins only 4 allotments, as the interface with Lot 17 SP298773
& Lot 3 RP881300 is legible given the limited direct interface and as such compliance with
AO21 is achieved. Proposed Lot 21 adjoins only 5 allotments (including proposed Lot 20).
The proposal is considered only a minor non-compliance. Given the existing dwelling
houses on all adjoining allotments to proposed Lot 21 are considerably setback from the
boundary interface with Lot 21, the proposal will have no detrimental impact on amenity of
adjoining lots through loss of privacy, sunlight or breezes once buildings are constructed,
and as such, compliance with PO21 of the Reconfiguring a Lot Code is demonstrated.

Issue – Stormwater
The submitted material does not include an indication of how stormwater runoff from the
proposed development will be collected and controlled for each of the proposed lots.
Council has concerns with the potential for stormwater drainage impact (increased runoff
or additional ponding) onto the adjoining properties and how the site’s stormwater will be
managed.
Information Required
2. Provide a stormwater management plan for each of the proposed lots – prepared by
a RPEQ (Registered Professional Engineer of Queensland) – including but not limited
to:
(a) demonstrating that there will be no offsite impacts and that the runoff from
the site is suitably controlled to ensure that the downstream environment is
not adversely affected or destabilized;
(b) details of collection and discharge of stormwater runoff from the buildings and
the hardstand areas;
(c) details of how the proposed Lot 20 will not increase stormwater runoff
(volume and velocity) into proposed Lot 21, specifically with the increase in
hardstand area (i.e. new driveway);
(d) any required stormwater easement in proposed Lot 21 for the benefit of
proposed Lot 20;
(e) the structures for the operational phase of the development, including size of
the pipes required, levels, grades, discharge points, etc.;
(f) be consistent with any site specific geotechnical report recommendations;
3. Provide RPEQ certification that the proposed Stormwater Design for the subject
development is in accordance with The Noosa Plan and QUDM.
Comment:
Please see Stormwater Management Plan undertaken by Callaghan and Toth and included
as Appendix A of this response demonstrating compliance stormwater management
arrangements for the proposed development.
Issue – Access
The submitted plans do not include sufficient detail on the driveway and access to
proposed Lot 21.
Information Required
4. Provide additional detail on the driveway and access to proposed Lot 21. The detail
must be prepared by a suitably qualified person and include but not be limited to:
(a) levels and grades of the access driveway;
Page 3
(b) a longitudinal section extending from the centerline of the formation in
Pearsons Rd to proposed Lot 21;
(c) a driveway designed generally in accordance with Council’s standard drawings
RS-049 and RS-050 and respective addendums;
(d) the necessary stormwater drainage structures,
Comment:
Please see Civil Drawings within the Stormwater Management Plan undertaken by
Callaghan and Toth and included as Appendix A of this response demonstrating requested
detail for the proposed driveway design.
