INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 10 NOVEMBER 2015
Tenderers were able to bid for all or part of the required services and the following table identifies
which products of the contract each supplier tendered to supply:

Downer EDI X X X X
Genrosa Truck and Plant Hire X X X

Tropic Asphalts X X X X

The following products were not offered by any of the tenderers: Bitumen, Crusher Dust, Sand,
Other Aggregate and Cement Treated Base.
This RPQS requested pricing for the full range of Department of Main Roads specified gravels,
however prices were received only for the lowest specified material (Type 2.5 used in lower
pavement layers).
The supply of asphalt and emulsion covered under this arrangement is intended for Council’s
road patching operations only. Asphalt supply for works to be delivered under the recently
awarded contract for roads resurfacing is covered within that contract. The estimated quantity of
asphalt under this arrangement based on the amount used in 2014/15 is approximately 530
tonnes.
Both Downer EDI and Tropic Asphalts supply quality product and it is considered beneficial that
both suppliers be included in the RPQS, although only Tropic Asphalts supply the particular
emulsion that Council currently uses.
During the current year, it is not envisaged that any significant quantities of unspecified gravel will
be required other than material required for maintenance of unsealed roads. It is estimated that
approximately 20,000t of this material will be required. Council has been sourcing this product
under expired Contract 1415T00S from Kenilworth River Sand so this requirement can be met
within this RPQA Kenilworth River Sand’s pricing has increased by approximately 1.3% in line
with CPI.
Genrosa Truck and Plant Hire’s submission scored the lowest in the evaluation. In addition, the
quarry is located at Coondoo within the Gympie Regional Council area. Therefore haulage
distance is a factor, particularly given that Council has its own quarry product which can supply
the product offered by Genrosa Truck and Plant Hire. Consequently, this is the reason that it is
recommended that Genrosa Truck and Plant Hire not be included on the RPQS.
Due to a reduced response rate for the full range of material, it is recommended that this RPQS
will be reopened to the market after 12 months offering the opportunity for additional suppliers to
apply and be added to the RPQS listing.
