INFRASTRUCTURE & SERVICES COMMITTEE MEETING REPORT 10 NOVEMBER 2015
In addition, pricing was sought covering two (2) separate zones with Zone 1 covering the coastal
suburbs and Zone 2 being hinterland areas. Suburbs covered in the respective zones are detailed in
Attachment 1.
The following table identifies which combination of Part and Zone of the contract each supplier
tendered to supply:
Part A Part A Part B Part B

Zone 1 Zone 2 Zone 1 Zone 2
Boral
Noosa Minimix X X
Tendered
Not Tendered X
Only one supplier, Boral, has tendered prices for Part A. At the expiry of the Sunshine Coast Council
RPQS and pending establishment of this RPQS Council received quotes for concrete supplies for the
interim period. These quotes were used to compare with the tendered price from Boral for Part A.
This comparison indicates that Boral’s prices are approximately 8% higher for Zone 1 and
approximately 21% higher for Zone 2 in comparison to the lowest quotes received by Council. Given
Council’s current Capital Works Programme, it is unlikely that any significant quantities of concrete
will be required under Part A for Council’s internal projects. Should any significant quantity be
required, the current quotes may be extended to 12 February 2016. This will provide alternative
suppliers to Council for this period if required.
Noosa Minimix has only tendered for Part B as the nature of their business is the delivery of small
volumes of premix concrete. Although Noosa Minimix source the concrete from the Boral plant, they
have still tendered the lowest pricing for quantities under 1.2m3. On some sites it is an advantage to
use the small trucks and can save traffic control costs.
Due to a reduced response rate, it is recommended that this RPQS will be reopened to the market
prior to the end of the 2015/16 financial year and readvertised for the opportunity of additional
suppliers to apply and be added to the RPQS listing.
