EXECUTIVE SUMMARY
The purpose of this report is to recommend undertaking an asset management capability audit in
order to identify the gaps and potential improvements in the current asset management activities,
and seek approval for funding to carry out the audit.
Council recently adopted high level Asset Management Plans (AMPs) for its major asset classes.
The AMPs identified a number of potential improvements in the overall management and
knowledge base of Council’s assets. A capability audit will benchmark Noosa Council against
other councils and public sector organisations to identify any potential enhancements,
improvements and shortfalls in the asset management framework. In addition, the capability audit
will identify areas of improvement, identify resource requirements and prioritise deliverables
within set timeframes.
RECOMMENDATION
That Council note the report by the Asset Planning Coordinator to the Infrastructure & Services
Committee Meeting dated 10 November 2015 and;
A. Agree to undertake an independent Asset Management Capability Audit; and
B. Refer an additional budget allocation of $128,000 to be included in the Budget review
process (BR3) to undertake the asset management capability audit.
REPORT
Asset management should not be seen as just a professional discipline, it is a culture that
promotes collaboration and good decision making on asset issues throughout an organisation.
Currently, there are many good asset management practices being undertaken within Noosa
Council, however these practices and activities are not consistent across asset classes. There
are still many gaps within the organisation that need to be addressed to have confidence in the
overall asset management framework, including condition information and ICT systems
improvements. .
There are six key capabilities to successful growth and maturity for asset management, these
being:
1. Asset knowledge
2. Asset management practices
3. Organisational maturity
4. Planning processes
5. Management plans
6. Information systems
