INFRASTRUCTURE & SERVICES COMMITTEE MEETING REPORT 10 NOVEMBER 2015
Waste Bins
The volume of Food waste in the residual waste bins was exceptionally low at about 4% of
the waste bin and nowhere near the anticipated 16% that was expected. This finding is
significant with regard to the need for and timing of the introduction of a Food
Organics/Garden Organics (FOGO) service.
The volume of green waste in urban bins was lower than expected – possibly due to dry
weather.
The volume of garden waste in rural waste bins is higher by about 4% than in urban areas.
Therefore the assumption that residents in the rural areas compost their green waste is not
supported by the audit. As a result of this finding the extension of the mandated garden
waste service to rural residential properties in close proximity to town areas should be
considered by Council based on the recent audit. This would not significantly increase the
cost of the service but would divert more garden waste than the urban servicing only the
urban areas. Staff will undertake further auditing of rural residential properties close to
townships to verify the initial garden waste audit data and the audit report will be presented
to Council for further consideration.
Contamination
Waste bins contained a high level of recyclables approximating 20%.
Recycling bins had a very low level of contamination. (Plastic bags being the most
prevalent contaminate).
Garden Waste Bins had an exceptionally low level of contamination.
5. Council workshop – Community Jury Recommendations - 28th September 2015
At a Council Workshop on 28 September 2015, Councillors discussed in detail the services to be
tendered, residents who might receive the services and the timing for their implementation.
These discussions are now formally presented to Council for endorsement.
Of significance during the discussions were the Community Jury recommendations for the
introduction of a Garden Waste (GO) Service and a future Food Organics/Garden Organics
(FOGO) collection service.
It was proposed to implement the GO service for new residential dwellings from 1 July 2016
through inclusion of this requirement in the 2016/17 Budget.
To call for tender prices for a mandated GO service to residential premises from October
2017 in the new waste management contract, for consideration by Council once tender prices
are received.
The workshop did not endorse including a FOGO service in the new contract at this time
given the substantial impact this service would have on the community. While there was
support for the benefits of the service the timing of implementation of the service was
deferred to a future date to be determined.
There should be provision to review this service during the term of the next contact, and
conditions can be included in the contract to enable Council to negotiate inclusion of this
service as a contract variation should condition change.
Attachment 1 to this report details the service criteria for inclusion in the next waste tender as
discussed and recommended by Councillors at the Council workshop 28 September 2015.
