23   The properties on its northern side are a mix of commercial and residential buildings that
     extend through to the Diamond Street frontage. A service station is located opposite the Site
     on the corner of Diamond Lane and Elm Street where it occupies the Elm Street frontage
     between Diamond Lane and Diamond Street (refer to Figures 18 and 19 below).

24   The double height gable roof canopy over the fuelling area is visually prominent although the
     robust geometric bulk of the 2-storey service building is clearly visible behind it. The canopy,
