Visual Assessment Statement: Car Wash, and Food and Drink Outlet 34 Elm St., Cooroy, QLD

37 On both sides of the rail corridor, the town centre quickly transitions to low rise residential
development comprised mainly of detached dwelling houses, which includes a high proportion
of ‘timber and tin’ character houses.

     2.3.2 Planning Context
38 The TPR, identifies the Site and proposed development as being subject to the
     following planning scheme requirements:
“The subject land is not affected by any overlay maps, including not being within a
character area, which applies to the main town centre area on the western side of the
railway. Given the above, the most relevant provisions for the assessment include:
                • Strategic Framework
                • Cooroy Local Plan Code
                • District Centre Zone Code
                • Industry Activities Code
                • Works Codes, including:
                        o Driveways and Parking Code
                        o Landscaping Code
o Sustainable Building Design Code; and
o Water Quality and Drainage Code.”

39 The Cooroy Local Plan (CLP) code and the District Centre Zone (DCZ) code are of primary
relevance to this VIA report and are discussed at Part 5 in relation to Council’s Information
     Request.

2.3.3 Character and Sense of Place
40 Cooroy, like most urban settlements does not have a homogenous character. It is however
generally characterised by a low rise building scale and a high proportion of traditional
‘Queensland character’ style buildings. Maple Street has a strong ‘Queensland character’
identity that contributes to it having a legible sense of place as the main street of a country
     town.

41 The town centre on the northeast side of the rail corridor lacks the same character and
commercial focus. It has a more peripheral and fragmented sense of place. The Cooroy
Station setting along Elm Street has an exposed open character that is visually dominated by
the railway infrastructure and the service station land uses opposite.
