covenant and or dedication either has occurred or will be achieved under the proposal. Consequently,
there is little point in examining the nature and type of vegetation on the land given the majority, if
not all the vegetation, other than within the proposed covenant areas, is to be removed to allow for
the significant development envisaged under the Noosa Plan.

Figure 5A – Biodiversity Overlay

It is noted that all vegetation has been removed from Stage 1 for the existing ‘Noosa Civic’
development within Precincts B1, B2 and B3. Further, all vegetation has been removed from Precincts
E3, E4, E5 and RES, except for the vegetation contained in OS5, OS6 and OS7 (refer Figures 2 & 3).

It is understood that under the State mapping the land is designated Category X, which does not
referral to SARA and does not require a development permit under the Vegetation Management Act
1999. Further, the vegetation can be removed once a development permit for operational work has
been obtained from Noosa Council.

The clearing of the vegetation within the proposed allotments is to occur in stages to minimise the
impact upon native fauna. The vegetation is to also be retained in the covenant areas OS3 fronting
the major roadways (Walter Hay Drive).

Under the Noosa Plan, only part of the land is mapped as being a Habitat Regrowth, this being within
Precinct REC/MU (refer Figure 5B). Consequently, under the Noosa Plan there is no conflict with the
removal of vegetation over Precincts E1, E2, E6, E7 and part of B3, with respect to Habitat Regrowth;
however, the site is designated as Koala Assessable Development Area under State mapping which is
discussed below.
