State Planning Policy
The Noosa Plan 2006 predates the State Planning Policy 2017 (SPP), which means that an assessment
is required against the SPP in terms of any State interests. Under the SPP Mapping, the subject land
has the following key state interests (refer Figure 7):
Biodiversity:
• MSES - Protected areas (estate);
• MSES - Wildlife habitat;
• MSES - Regulated vegetation (category B);
• MSES - Regulated vegetation (category C);
• MSES - Regulated vegetation (wetland);
Natural Hazards Risk and Resilience:
• Bushfire prone area;
Energy and Water Supply:
• Major electricity infrastructure (Energex);
Transport Infrastructure:
• Active transport corridor.

Having regard to the SPP, under part E, the following State interests are relevant:
Biodiversity:
The proposed development seeks to remove the native vegetation from the subject land to allow for
substantial development in accordance with the SBC Map. While the vegetation contains some
environmental value, it is not possible to allow for the scale and intensity of development envisaged
under the Noosa Plan and retain the vegetation. The development is consistent with the SBC Map,
which protects a substantial amount of native vegetation and habitat and provides for other
vegetation to be protected by environmental covenant.
