PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 MAY 2019
3.1 Approvals process and licence renewals
The proposed local law introduces an approvals process for certain sign types with an impact on
the streetscape or where compliance issues have been identified through the audit. These
include:
window signs
wall signs
pylon, pole and freestanding signs; and
all illuminated signs
An application for approval must be made for these sign types and meet the individual sign
criteria, general criteria and conditions of the proposed local law.
A 12 month approval will be issued requiring annual renewal and declaration of ongoing
compliance.
The proposed fee structure for applications for approval and annual licence renewal is outlined
below.
Currently, advertising devices that do not meet the criteria of The Noosa Plan require a code
assessment application at a cost of $920 per sign. The application fees proposed under the
proposed local law are significantly reduced and based on a sliding scale with a monetary
incentive to reduce the number of signs. The proposed application fees are as follows:
a minimum application fee of $150 for up to 3 signs
$300 for 4-5 signs
$450 > 5 signs
+ $100 per illuminated signs
Existing businesses with lawful sign types, that otherwise require approval under the proposed
local law, will be issued an automatic approval licence without application or fee. Following this,
annual licence renewals and payment will be required as outlined below.
A flat fee per business is proposed for annual licence renewals with a 30% discount for
businesses that continue to comply with their approval as follows:
$75 per business per annum
30% discount on fees if paid on time and compliance declaration submitted ($52.50)
Changes to licences or issues of non-compliance – no discount applies.
Revenue raised from the application for approval fees will recover the costs for assessing and
administering approvals.
Revenue raised from the annual licence renewal fees will recover the costs for administering the
licence renewal and undertaking compliance checks.
4. Key changes to existing advertising device provisions
The proposed local law maintains most of the current sign requirements. In particular, the
maximum individual sign face area of 4sqm and maximum sign face area of 10sqm on a sliding
scale of .75sqm per linear metre of street facing building has been maintained (with the
exceptions outlined below).
The proposed changes aim to better assess, regulate and manage advertising signs and respond
to key issues identified through the compliance audit.
