PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 MAY 2019

In particular, the proposed changes aim to reduce the proliferation of temporary signs scattered
throughout the Shire and reinforce the allowable maximum sign face area. The proposed
changes also include some allowances for new sign types and larger individual maximum sign
face area in certain industrial areas.
The key changes to existing provisions include:
 introducing an approvals process for wall, window, pylon, freestanding, pole and all
   illuminated signs;
 issuing approvals with 12 months validity with annual renewal and compliance declaration
   required;
 introducing annual approval licence renewals for existing businesses with sign types that
   require approval under the local law;
 prohibiting signs that exceed the maximum individual or total sign face area;
 prohibiting signs that exceed the relevant specific sign type criteria;
 prohibiting temporary signs not in character with Noosa and causing the main compliance
   issues including tear drop flags, A frame sandwich boards and real-estate pointer signs;
 allowing 1 single LCD / digital screen in windows as an alternative to any other window
   signage to reduce clutter and allow contemporary forms of signage, including a new definition
   for this sign type;
 increasing the maximum individual sign allowance in the Cooroy and Noosaville industrial
   zone to 6sqm on a sliding scale of .75sqm per linear metre of street facing building,
   (excluding Eumundi Noosa Road and Walter Hay Drive as the gateways to Noosa) in
   recognition of larger buildings and industrial nature of the area;
 requiring a sign management plan to be submitted for shopping centres and introducing:
   o maximum sign face area requirements of 10sqm per street frontage or internal carpark
        frontage per premises on a sliding scale of 0.75sqm per linear metre of frontage;
   o maximum10sqm per street front tenancy or internal carpark facing tenancy on a sliding
        scale of 0.75sqm per linear metre of frontage; and
   o 1 pole or pylon sign per street frontage
 amending the definition of sign face area to be clear that all collective features of the
   advertising sign, inclusive of words, logos, branding, images, colours, decorative lines,
   stripes, borders and architectural trims are included in the area calculation;
 Note: Single building colours are not considered part of signage however it is preferred that
   the colour of buildings in the industrial area be subdued and fit into the natural landscape.
   This matter will be referred to the new planning scheme.
 allowing development construction hoarding signs as self-assessable;
 amending the event directional sign definition to exclude regular markets;
 introducing a new sign type and criteria for multi-tenancy arcade signs allowing for up to
   2sqm for multiple tenancy business names, as an alternative to the use of A frame sandwich
   boards which are proposed to be prohibited.
 amending the community service organisation sign to allow for sports sign-on days limiting
   the number to 6 with a radius not exceeding 5km from the event in the coastal urban area
   and 15km in the rural hinterland area for no more than 14 days prior to the event;

                                                                                   Page 23 of 63
