RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Planning & Environment
Committee Meeting dated 7 May 2019 and note the positive progress in the implementation of
the Yurol / Ringtail Environmental Project.
REPORT
1. Background
Council will recall that at a Special Council Meeting on 27 June 2018, Council resolved to enter in
to a number of contracts in relation to the Yurol / Ringtail Environmental Project. This followed a
decision in October 2017 to enter into a Memorandum of Understanding with the various parties
as a prelude to the formal contracts. A copy of the 27 June 2018 Council decision on this matter
is set out later in this report.
The purpose of this report is to provide the Council with an update on the progress of the Yurol /
Ringtail Environmental Project since that Council decision.
2 Treasury approval under the Statutory Bodies Financial Arrangements Act &
Regulations
Following the Council decision, a formal request was made to the Under Treasurer for approval
to enter into this contractual arrangement. Approval was needed because under Section 60A of
the Statutory Bodies Financial Arrangements Act 1982, a local government needs approval to
enter into a financial arrangement which includes an arrangement that provides for a deferred
payment arrangement if the payment period is more than three years. Council will recall that part
of the contractual arrangement was for Noosa Parks Association to pay its contribution towards
the acquisition over a number of years. Approval from the Under Treasurer was received for the
arrangement.
