GENERAL COMMITTEE MEETING AGENDA 15 APRIL 2019
Rebalancing
NR’s software provides real time data to allow redeployment of scooters to areas where there is
demand to avoid clumping of scooters in one area. In the event scooters become clumped in one
area, NR will redistribute scooters to other areas.
Customer Support, Severe Weather and Insurance
Riders or members of the public can contact NR by phone, reporting an issue through the NR
app and via email. NR has the software capability to disable and quickly retrieve scooters to
prevent hiring during severe weather. The application also notes NR holds $20 million public and
product liability insurance.
5. Permit Fee
Councils are considering different permit fee options for electric scooters. It is proposed prior to
issuing a permit to any future shared mobility device provider a further report be submitted for
Council consideration regarding fee options.
6. Commercial Use of Community Land Policy Provisions
Council adopted the Commercial Use of Community Land Policy on 1 May 2014 in response to
increasing commercial demand to utilise Council controlled community land for commercial
purposes. Assessment of whether a new use is appropriate entails the balancing of many factors
and the criteria contained within the policy include:
1. The community’s use and need for land takes precedence over commercial operators’
need;
2. Council’s consideration of new commercial use activities will be primarily driven by direct
community evidence and demand for that activity;
3. The commercial use activity must enhance the visitor and local experience of Noosa Shire;
4. The commercial use must not adversely impact the community asset or the environment;
and
5. A permit holder may only be granted a maximum of two permits from the range available to
reduce the likelihood of a monopolisitic permit environment while providing the opportunity
for added local employment.
7. Options
Option 1: Grant a permit to Neon Ride to commence operations
Council grants a permit to Neon Ride to allow it to commence operations on
community land in Noosa Shire.
This option involves Council allowing Neon Ride to operate a commercial electric scooter
business on community land for a three month trial period as requested by the applicant.
Opportunities
a) Allows NR to commence operations;
b) Provides the community with a different transport option to travel around Noosa;
c) Allows Council to have a more complete understanding of the popularity of electric scooters
and their effectiveness in reducing transport congestion.
d) Allows Council to understand the number of issues (if any) relating to shared mobility
devices on community land within a trial period.
