Dear Ms Ford,
DRAFT SOUTH EAST QUEENSLAND REGIONAL TRANSPORT PLAN
Noosa Shire Council appreciates the opportunity to provide a submission on the Draft South
East Queensland Regional Transport Plan (SEQRTP) as described in this letter.
The drafting of the SEQ RTP is very timely as it closely follows the release of Noosa
Council's Noosa Transport Strategy 2017 — 2027.
In this submission, Council has provided comments on various sections of the draft plan and
identifies requests for changes. In addition, given Noosa’s optimal size and agility we note
opportunities for working together on a number of trials of mutual benefit.
Council would like to acknowledge the strengthening of the relationship with the Department
of Transport and Main Roads with the Deputy Director General (TransLink) undertaking a
bus network tour with Council staff in June 2018.
We trust the below allows further dialogue with the aim of a shared and integrated transport
plan and set of actions.
2.2.1 Active transport
The SEQ RTP needs to recognise that active transport is not just walking and cycling but
also includes e-bikes and e-scooters. Local Governments require guidance on how to
encourage and manage these additional modes.
Request: Expand the definition of active transport and including a region wide
action to develop guidance for Local Governments on e-bikes and e-
scooters.
2.3.1 Transport challenges — congestion
The SEQ RTP needs to acknowledge the unique challenge associated with meeting visitor
transport congestion, particularly for coastal communities.
Meeting these demands and shaping the modal choices is important for the ongoing success
of these communities and the regional tourism economy. In Noosa, the visitor numbers can
be significantly greater than the resident population and the transport demand associated
with this should be acknowledged as a transport challenge to be addressed.
To assist the Department in appreciating the challenge and opportunities, Noosa Council
recently trialled a holiday peak period traffic management plan over the Christmas
