Request: Include commentary in 2.3.1 and 4.2.2 on visitor transport demand
challenge for regional tourism destinations such as Noosa.
Including an action to develop guidance for Local Government's facing
transport challenges associated with significant visitor
weekend/holiday transport task.
Trial opportunity: Explore further opportunities to work with Noosa Council on fully
integrated peak period transport services.
4.2.2 Transport challenges in North Coast
Travel preferences and mode competitiveness
Council notes comments in the draft plan “... The proportion of public transport and active
travel such as walking and cycling have either declined or remained stable at small mode
shares over time”. Unfortunately, this comment appears to be made without reference to low
levels of service and the corresponding Figure 17 focus on modes share for journey to work.
As further detailed below, the peak period for congestion in Noosa is associated with
weekend and holiday periods, therefore the mode share for journey to work is less
impacting. This section should be broadened to understand mode share during both
commuter and tourist peak periods and provide further analysis on why sustainable transport
is not increasing.
Early analysis of Noosa’s peak period traffic management trial, which includes Free Holiday
Buses, saw almost 20,000 more passengers on the buses compared to the same period last
year. This is evidence of the value of marketing and communication on high frequency bus
services, such as the corridor between Tewantin and Noosa Junction.
Request: Amend section to include mode share of Noosa’s peak period and
provide further analysis of the ‘why’ and ‘how’ similar to the structure
of the ‘Employment travel patterns’ section.
Reliance on private vehicles
While section 4.2.2 Transport challenges in the North Coast region covers a number of valid
transport challenges, the challenge of meeting peak weekend and holiday transport
demands should also be included.
Given the peak weekend and holiday transport challenge for Noosa, Council believes that
there is a strong and unique opportunity for modal shift during these periods. The success of
the recent “Go Noosa” trials with over 200,000 trips has demonstrated that many more
people are willing to use public transport and in doing so help reduce traffic and parking
demand during peak periods. An added aim is that a user’s positive experience during the
holiday period will transfer to more public transport use in non-peak times.
While the final results from the “Go Noosa’ trials are still being analysed, Council has
reported that bus patronage from the 11-day period from 26 December to 5 January reached
64,506 — almost 20,000 more than during the same period last year. We believe that both
