Methodology
2 Methodology
Work on the CHAP commenced in April 2017, and has progressed over that time in stages, with
input from community consultation and Council staff at critical points as technical studies were
progressed.
The methodology for each phase has closely followed the guidance provided within the MS & G
which sets out minimum standards to be achieved by each Council. A separate technical report has
been produced and approved by Council and LGAQ at the end of each phase.
2.1 Consultation
2.1.1 Risk Workshops, 2017
Consultation both internally and externally has informed the development of the CHAP at various
stages.
An initial risk workshop was held in September 2017, and was attended by council officers from a
wide variety of council departments as well as a number of key stakeholders which included:
• Noosa Residents & Ratepayers Association
• Noosa District Landcare
• Noosa Chamber of Commerce
• Unitywater
• Tourism Noosa.
Attendees were asked to rate the risk to a number of community and council assets, based on the
hazard mapping and risk criteria. This workshop helped to develop assessment criteria and also gain
a feeling for Council and community members tolerance for coastal hazards, as well as mitigation
options.
2.1.2 Community Pop Ups and Questionnaires, 2017
It was also determined following the September 2017 workshop that some broader community
consultation was required to ensure that community asset values had been captured and their
tolerance for different risks was understood. A questionnaire regarding these issues was developed
and community responses and their tolerance for impacts/loss of service were incorporated into risk
scoring (see consequence criteria in (Table 2-5). These were captured by staff at a number of ‘pop
ups’ at coastal locations e.g. Sunshine Beach, Noosaville. The community were also able to view
hazard maps.
2.1.3 Adaptation Workshop, 2018
A Community Adaptation Options Workshop was held in December 2018 to inform the preparation
of the risk management and adaptation planning process to better plan and manage coastal risks
