                               BUSHFIRE ASSESSMENT REPORT
Client: The Knowles Group Location: Eenie Creek Road, Noosaville

9. A fire hydrant system should be designed, provided and maintained to the minimum required
   performance standard as per AS2419.1 2005. Hydrants are to be provided to all sides of the
   building;

10. The Energex Electrical Easement to the east of the site is to be regularly slashed or mown to
    reduce the fuel load in this area which contains numerous shrubs and grasses. A properly
    prepared fuel management plan signed with Energex would be the basis of this obligation. This
    should include management of the grass / fuels within the easement to the north east of the
    site to reduce the risk of a fire front moving from the east into the bushland to the north of the
    site. This would ideally include management of the fuels to a grass sward and at a minimum
    slashed 4-5 times a year and prior to the start of the bushfire season. Refer Appendix F for
    guidelines;

11. Landscaping within the proposed bio-retention basin avoids the predominant use of flammable
    species;

12. Landscaping within the internal courtyards and the landscape area to the south of the building
    is to be carefully landscaped to not exacerbate fire risk. Landscaping should avoid the use of
    flammable species, refrain from positioning plants and or flammable materials against the
    building and windows. Landscaping should be designed in accordance with suitable guidelines
    such as NSW Planning for Bushfire Protection 2006 (Appendix F). an irrigation system is
    recommended for all landscaping surrounding the building to maintain moisture levels of plants
    during periods of drought so that they are in a less flammable condition during a potential fire
    threat. The irrigation system should be turned on should there be a bushfire threat to the
    property. Wet vegetation and ground will assist in the extinguishing of embers that may land on
    the gardens;

13. Any highly flammable materials and liquids such as fuel and fertilisers are to be stored away
    from the main building in their own storage facility preferably shielded from radiant heat from a
    bushfire and protected from embers. The location of such a building is to be a minimum of 6m
    from the main building;

14. Fencing around the facility should be of a non-flammable type. (refer brochure Appendix E).
    The fencing is to be provided to maximise radiant heat shielding to the perimeter of the building
    and provide the necessary managed / defendable space to this type of facility. This will also
    reduce the level radiant heat outside of the building that may potentially impact on staff and
    residents during the implementation of an evacuation;

15. All firebreaks, buildings and mitigation measures are to be maintained to achieve optimum
    mitigation performance;

16. Gas supply is to comply with Australian Standards;

17. A bushfire evacuation plan is to be developed for the facility to evacuate residents and staff in
    the face of an imminent bushfire threat. The emergency / evacuation plan is be prepared
    consistent with the NSW RFS guidelines for the Preparation of Emergency / Evacuation Plan
    (Appendix D).

7.2     Conclusion

This Bushfire Hazard Assessment report has been prepared for the development in accordance
with Councils Planning Scheme Policy. The hazard level, determined using the NSC Planning
Scheme Policy, is medium. A qualitative assessment of bushfire risk revealed that the key issues
for bushfire mitigation are the provision of defendable space, access for fire authorities and
evacuation of residents and staff.
