2 October 2025 Noosa Shire Council PO Box 141 Tewantin QLD 4565 Submission via email: [email protected] Dear Sir/Madam, RE: Development Permit Application for a proposed Material Change of Use – Indoor Sport and Recreation Use (Impact Assessable), located at 26 Eenie Creek Road, Noosaville, QLD 4566 (Lot 22 on SP322201) – ‘Medihub’. Stockwell Development Group Pty Ltd is seeking development approval for a proposed Material Change of Use application for an Indoor Sport and Recreation use at Noosa Civic Centre (‘Medihub’). The site is located within the Major Centre Zone under the Noosa Plan 2020, specifically within the Noosa Business Centre (NBC) Showroom Precinct, where Indoor Sport and Recreation is identified as Impact Assessable (if the gross floor area for any individual tenancy is less than 400m2). This Development Application has been prepared to facilitate a Material Change of Use for Indoor Sport and Recreation at Noosa Civic, located within the Noosa Business Centre (Medihub). The proposed use would occupy tenancies within the existing commercial, medical and office-based building ‘Medihub’, which was approved in 2022, ref: MCU22/0038. The proposal therefore proposes no changes to the building façade or external works. Internal fit out will be undertaken by the tenant internal to the existing tenancies. The Indoor Sport and Recreation use is proposed over Tenancies CC12, CC16, CC18, CC19 and CC20 (Refer to Leasing Plan attached, Drawing No. T-L001). The internal areas of each tenancy is outlined in the table below. Tenancy Internal Area (m2) CC12 84 CC16 87 CC18 125 CC19 77 CC20 84 TOTAL 457 The proposal aligns with the intent of the precinct by encouraging health and wellbeing recreational activities, activating the building and providing a diverse land use that will meet the needs of the Noosa community. Under the current fee schedule 2025-2026, the application requires a fee of $6,132.00 + $3,598 = $9,730.00. Stockwell are formally requesting a reduction of the planning application fee for this proposal on the basis that while it is Impact Assessable, the nature of the assessment is

straightforward and this small-scale application relates to tenancies in an existing building. We respectfully request that the Council consider a reduction in the fee from $9,730.00 to a more proportionate amount of $2,000.00.
