GENERAL COMMITTEE MEETING AGENDA 13 JANUARY 2020
implementation of any new initiatives contained within the Plans will need to be considered within
Council’s annual budget process and priorities both now and into the future.
The highest priority project from this Master Plan (based on risk and user demand) is the
development of the internal loop road, associated car parking and landscaping. Preliminary
design for the road has a $50,000 allocation in Council’s 2019/20 capital works program. Detailed
design for the loop road will be proposed through a capital works submission in the 2020/21
budget, with implementation/construction proposed to be undertaken in 2021/22 pending external
funding. Federal Member for Wide Bay, Llew O’Brien, has met with Council staff regarding the
construction of the internal loop road and possible funding opportunities through the federal
government.
The Noosa District Rugby League Club have already been successful in attaining $199,900
through the Queensland Government’s Active Community Infrastructure program to install
lighting to one rugby league field and four touch football fields in 2020. The Tewantin Noosa
Cricket Club have also been successful in attaining $500,000 in federal government grants to
install improved field lighting at Read Park in 2020.
9 Risks & Opportunities
The Master Plan aims to address risks and community expectations associated with the use and
management of the sports complex. The plans provide the opportunity to provide an agreed way
forward for the site development that is reflective of community expectations, trends within the
sports industry and broader government strategy. This master plan provides clarity of purpose
and assists in taking advantage of external opportunities such as programming and funding.
The Plans give consideration to the Activate! Queensland 2019-2029 strategy released by the
Queensland Government in September 2019. As a significant provider of funding to the
community sport sector it is vital to understand the context of this strategy and its impact on the
Noosa community. The priority areas for investment by the Queensland Government are
focusing on multi-use sites, increasing community based physical activity participation and
community use of school grounds. This Master Plan considers the priorities of this strategy in
order to leverage state funding opportunities. The recommendations presented in the plan align
well with the current State strategic direction.
