GENERAL COMMITTEE MEETING AGENDA 13 JANUARY 2020
including Council and the clubs at the complex. Sporting clubs typically rely on Master Plans as
an evidence-based starting point to access external grants and to lobby State and Federal
Governments for specific project funding. Once the final Master Plans have been adopted, the
implementation of any new initiatives contained within the Plans will need to be considered within
Council’s annual budget process and priorities both now and into the future.
Based on the recommendations in the draft master plan, an EOI was submitted in December
2019 by Council in partnership with the Cooroora United Football Club, Cooroy Gymnastics Club
and the Cooroy-Eumundi Cricket Club to the Queensland Government’s Active Community
Infrastructure Program for $1million for the shared clubhouse redevelopment and gymnastics
centre expansion.
9 Risks & Opportunities
The Master Plan aims to address risks and community expectations associated with the use and
management of the sports complex. The plans provide the opportunity to provide an agreed way
forward for the site development that is reflective of community expectations, trends within the
sports industry and broader government strategy. This master plan provides clarity of purpose
and assists in taking advantage of external opportunities such as programming and funding.
The Plans give consideration to the Activate! Queensland 2019-2029 strategy released by the
Queensland Government in September 2019. As a significant provider of funding to the
community sport sector it is vital to understand the context of this strategy and its impact on the
Noosa community. The priority areas for investment by the Queensland Government are
focusing on multi-use sites, increasing community based physical activity participation and
community use of school grounds. This Master Plan considers the priorities of this strategy in
order to leverage state funding opportunities. The recommendations presented in the plan align
well with the current State strategic direction.
