SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 10 JULY 2018

The tenders were then evaluated using the following criteria:
 Contract Experience & Capacity
 Methodology
 Quality
 Health and Safety
 Environment & Sustainability
 Contribution to Local Economy
 Price

The evaluation methodology considered non-price elements (65% of the score) and a price
component (35% of the score).

Suncoast Roadmarking demonstrated a high ability to deliver Council’s non-price requirements,
demonstrating they have the capability and resources to safely and efficiently carry out the
pavement marking requirements of Council.

No company provided evidence of being based in the Noosa Shire, however Suncoast
Roadmarking demonstrated an ability to employ locals and local suppliers, including their track
record as the current contractor to Council.

Pricing was assessed by applying the tendered unit rates to a recent project.

In the overall price and non-price evaluation, Suncoast Roadmarking demonstrated the best
value for money, and therefore is recommended as the contractor considered the most
advantageous to Council, for 1718T083 Pavement Marking Services.

Finance

As this is a schedule of rates contract, the total price is dependent upon the quantity of work
allocated to the contractor. The proposed 2018/2019 financial year Civil Operations operational
budget for pavement marking services is $202,000. In addition, pavement marking services will
be required for capital projects from the individual project budgets.

Risks & Opportunities
Risks associated with the delivery of work under this contract are low based on Suncoast
Roadmarking’s past performance. The contractor will be also required to provide quality and
safety management plans.
