SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 10 JULY 2018
These tenders were assessed and rated by members of the assessment panel in accordance
with the following procurement probity plan evaluation criteria:
Capability and Resourcing
Contract Experience & Capacity
Methodology
Quality
Health and Safety
Environment & Sustainability
Contribution to Local Economy
Price
The evaluation methodology considered non-price elements (65% of the score) and a price
component (35% of the score).
For the non-price elements, Traffic Management People received the highest score for the Health
and Safety criteria which was the highest weighted part of the non-price elements and a key part
of traffic control services. Traffic Management People were also equal highest scoring in the
capability & resourcing, contract experience & capacity, methodology and quality criteria.
Traffic Management People were low scoring under the local criteria as they currently do not
have a large presence in the region. However, in their submission they included a detailed plan
of how they would expand their operations to Noosa. This includes using the Redcliffe area
manager to oversee operations until a local supervisor is engaged. They also included examples
of where this expansion was successful in the past.
Pricing was assessed applying a common goods plus services scenario.
In the overall evaluation Traffic Management People’s submission scored highest due to their
detailed and comprehensive responses to all the criteria and competitive pricing. Traffic
Management People is recommended as the preferred contractor for 1718T084 Traffic Control
Services.
Finance
As this is a schedule of rates contract, the total price is dependent upon the quantity of work
allocated to the contractor. The proposed 2018/2019 financial year operational budgets for traffic
control services across Council is $290,453 of which $289,044 is contained within the Civil
Operations budget. In addition, traffic control services will be required for capital projects from
the individual project budgets.
Risks & Opportunities
In their tender submission, Traffic Management People has been able to demonstrate their
capacity to supply the services required under this contract and currently supply these services to
other councils and construction companies. As Council has no prior experience with Traffic
Management People, Southern Downs and Goondiwindi Councils were contacted for referee
reports. The referee reports were very positive and indicated that Traffic Management People
provided professional services and had developed a good relationship with each council. Any
issues with traffic controllers or processes were resolved very promptly.
In their submission Traffic Management People advised that they have already developed a suite
of Traffic Guidance Schemes (TGS) which is now a requirement due to changes to the Manual of
Uniform Traffic Control Devices (MUTCD) which would be available to Council and potentially
save Council the cost of developing new Traffic Guidance Schemes.
