11. Conclusion
Meaningful government action and leadership regarding environmental issues is of growing
importance to the community. Noosa Council has a strong commitment to sustainability and the
local environment and this is demonstrated by its commitment to continually reduce emissions
and meet zero emissions targets by 2026.
While community support to reduce emissions is growing, this report highlights the inconsistency
between Council’s Carbon Reduction Policy, zero emissions targets, modern caravans and the
current unmetered electricity charging methodology. The modern caravan is akin to a home and
has much more capacity to use electricity if customers are not encouraged to manage electricity
consumption. Moreover, there is currently no financial incentive to encourage customers to
manage electricity consumption because the current unmetered electricity charging methodology
ostensibly views electricity as a ‘free’ item.
In summary, a new management strategy is proposed to encourage responsible electricity
consumption. This report recommends a user pays system for electricity consumption be
implemented with the installation of metered powerheads to all powered sites as outlined in
Option 3 of this report. The user pays system aligns with the objectives of Council’s Carbon
Reduction Policy and zero net emissions targets and allows customers to monitor electricity
consumption and make informed decisions. The user pays system is expected to change
behaviour based on industry experience and is broadly reflective of the community’s desire to
see local governments implement progressive responses to address emerging environmental
issues.
