EXECUTIVE SUMMARY
Not applicable.

RECOMMENDATION
That Council note the report by the Director Executive Services Department to the Services &
Organisation Committee Meeting dated 10 December 2019 detailing the changes made to the
organisational structure and position establishment since 28 June 2019 and approve the updated
organisational structure provided at Attachment 2 to the report.

REPORT
The purpose of this report is to highlight changes which have occurred to the organisational
structure since 28 June 2019 and to seek Council approval to vary the number of equivalent full
time (EFT) positions of the Infrastructure Services Department.
The organisational structure which included 375.34 EFT was approved at Council’s Special
Budget meeting on 28 June 2019, refer to Attachment 1.
Any change to the approved EFT must be approved by Council and adequate funding must be
provided for within the budget.
Since 28 June 2019, a number of changes have occurred to the organisational structure and
these are summarised in the following sections of the report.
The overall effect of the changes is an increase of 3 additional EFT i.e. from 375.34 to 378.34,
refer Attachment 2.
This report also identifies current temporary positions with terms greater than 1 year, which are
predominantly project based. Temporary positions are not included in the EFT count, however
they have been included in this report because of their budgetary implications in the short term
(i.e. 1-3 years).

Proposed Changes to the Organisational Structure
The following section outlines a number of proposed changes to the organisational structure:

Corporate Services Department
It is noted that Council at the Special Meeting on 28 October approved a structural change within
the Procurement and Fleet Branch of the Corporate Services Department. The change resulted
in the separation of the fleet and procurement functions and the creation of two separate
branches (i.e. Fleet Branch and Procurement Branch) as well as the creation of two additional
EFT positions of Fleet Manager and Procurement Officer. As a result the EFT of the Department
increased from 41.6 to 43.6.
