                       street;
                    h. avoid large areas of continuous wall planes by varying the building setbacks and using
                       appropriate techniques to provide visual relief;
                    i. not visually dominate the street or surrounding spaces
                    j. avoid development within the Holts Road setback
               The land adjoining the western side boundary is zoned Environmental Management and
               Conservation and is managed by Council in its capacity as trustee. This land functions as a
               drainage reserve and is encumbered by an electricity easement. The reserve is approximately 30
               metres wide and contains an established planted vegetation buffer along the western and southern
               boundaries (refer to Figure 6).
               The vegetated buffer is established on a landscaped mound and provides an effective visual
               screening and landscape buffer along the entire length of the western boundary.
               In addition, the applicant has amended the proposal to incorporate a range of façade colours along
               the western elevation, which assists in breaking up the visual bulk and scale of the built form.
               The proposed boundary setback is considered appropriate in the context of the site, as it will not
               adversely affect the established landscape buffer or diminish its screening function. The
               development upholds the Performance Outcome.
