Budget Actuals
NCS operates under funding agreements with both the state and federal governments. The
requirements of the various funding agreements dictate that NCS should aim to perform to a ‘zero
bottom line’ standard, i.e. that all funding received should be fully expended on relevant programs
and services.
The half-year results show NCS to be $83k ahead of YTD budget largely due to the following factors:
$53k underspend in materials and services due to reduced service delivery demand during
COVID-19 restrictions.
$20k underspend in employee costs due to temporary efficiencies during period of reduced
customer demand
$8k over budget in revenue due to indexation increase of grant payments.
Given the level of disruption suffered so far in 2020/21 and the associated drop-off in demand for
certain NCS services during the height of COVID-19 it is anticipated that funding providers will likely
allow any surplus funds at year-end to be rolled over into the following year. It is also anticipated that
there will be a degree of discretion and flexibility shown to the normal requirement to deliver the
mandated number of outputs in exchange for funding.
