SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 MARCH 2021
The applications will be coordinated and assessed by a Plaques and Memorials Working Team on
a quarterly basis. The Plaque and Memorials Working Team would consist of several relevant
Council officers from Infrastructure Services and the Heritage Coordinator. The Team would meet
quarterly to assess requests, provide responses and coordinate installation of any approved plaques
or memorials.
An audit of existing plaques and memorials will be undertaken to document what plaques and
memorials currently exist in the Shire, their location, form and condition. A Plaques and Memorials
Register will be established and maintained to record location and details of existing and new
plaques and memorials.
5. Memorials and Plaques Fee
Costs associated with the design, manufacture, installation and maintenance of an approved plaque
or memorial will be borne by the applicant through a Plaques and Memorials fee, based on the actual
costs to Council. These fees will be listed in the Noosa Council Schedule of Fees and Charges.
The proposed fee for a standard form plaque for 2020/21 is $1,413.50 which includes the cost for
the plaque, bollard, installation and 10 years’ maintenance. The fee for a non-standard memorial
would be ‘Price on Application’ based on the actual costs of manufacture, installation and
maintenance to be determined following approval of a proposed non-standard memorial.
6. Noosa Council Naming of Roads, Parks, Community Infrastructure and Street
Numbering Policy
The Noosa Council Naming of Roads, Parks, Community Infrastructure and Street Numbering Policy
was adopted by Council at the Ordinary Meeting of Council on 1 May 2014. This policy provides a
framework for assessing proposals for the naming of Council-owned or controlled roads, parks and
infrastructure. It includes criteria for the use of personal names to commemorate individuals that are
similar to those proposed in the draft Plaques and Memorials Policy, As this report proposes place-
naming as the preferred means of memorialising, it is recommended that the Noosa Council Naming
of Roads, Parks, Community Infrastructure and Street Numbering Policy be reviewed and amended
to provide more clearly defined criteria and decision-making processes that align with those
established in the proposed Plaques and Memorials Policy and Policy Guideline.
Previous Council Consideration
Ordinary Meeting Minutes, 18 June 2020, Item 8, Page 24
That Council note the report by the Manager Financial Services to the General Committee Meeting
dated 15 June 2020 and pursuant to sections 97, 98 and 262(3)(c) of the Local Government Act
2009, fix, for the 2020-21 financial year the cost-recovery fees and commercial charges provided as
Attachment 1 to the report.
Finance
Section 97 of the Local Government Act 2009 requires that cost-recovery fees are to be set at a level
equal to or less than cost of providing a particular service. The Policy also provides for the costs
associated with the manufacture, installation and maintenance of an approved plaque or memorial
to be borne by the requesting party, minimizing the cost to Council. The cost to Council will be
primarily staff time. Existing staff already undertake this work as part of their established roles. The
clear criteria and decision-making process will streamline the work of these staff and create
efficiencies. Additionally, the clear criteria regarding maintenance and retention of plaques and
memorials will support budget development and minimize unanticipated costs.
