Under part 2.1.1, it is stated that the State interests of the SPP not integrated or partly integrated
include:
• Natural hazards, risk and resilience coastal hazards in part relating to development in the
erosion prone area (as shown on the SPP interactive mapping system) will be subject to
assessment against the assessment benchmarks – natural hazards, risk, and resilience
within the State Planning Policy.
The subject land is not located within the erosion prone area and therefore does not need to be
considered in the assessment. Other hazard assessment mapping and the associated State
interests are appropriately reflected in the Noosa Plan 2020, including bushfire hazard assessment
and flooding.
Under part 2.2 Regional Plan, the planning minister has identified the planning scheme
appropriately advances the South East Queensland Regional Plan 2017 (SEQRP) as it applies to
the planning scheme area. The aspects of the SEQRP appropriately integrated into the planning
scheme include:
• Growth
• Prosperity
• Connectivity
• Sustainability; and
• Liveability.
The subject land is included within the Urban Footprint. Further, the proposed development is for
an urban purpose and therefore is consistent with the SEQRP.
Given the State interests under the SPP and SEQRP have been incorporated into the Noosa Plan
2020, there is no need to consider the mapping or the applicable assessment benchmarks in the
assessment.
Referral to State Agencies
Under the State Development Assessment Mapping (refer Figure 6, below) the subject site has
the following designations:
• within the Urban Footprint under the SEQRP;
• partly contains Regulated Vegetation Category A or B that is of least concern; and
• partly within a Core Koala Habitat Area, but importantly not within a Koala Priority Area.
Under Schedule 10 of the Planning Regulation 2017, the following referrals are required:
• Infrastructure related referral – State Transport infrastructure generally, exceeding the
threshold for an Accommodation activity for a Resort Complex exceeding 75 people for
a Local Government 2 Area (Schedule 10, part 9, Division 4 and Schedule 20); and
• Development within a Koala Habitat Area but not within a Koala Priority Area (Schedule
10, part 10, Division 3).
It is noted the area of the subject land is less than 5ha in area (about 3.8ha) and therefore the
proposed development is not required to be referred because of the clearing of native vegetation.
