         The site is well located in Noosa Heads, which is a highly assessable and well regarded destination
         for visitors from around Australia and overseas (part 3.2.1). Varying types of accommodation and
         services to cater for visitor needs is recognised, which includes the provision of high quality visitor
         accommodation such as that being proposed. Further, the incorporated planning strategies under
         the planning scheme seek to protect particular areas for visitor accommodation and provide a
         range of accommodation types and styles to support the local tourism industry. Further, ensure
         that neighbourhoods of permanent housing are protected from short term visitor
         accommodation that would impact on the general amenity enjoyed by residents.

         Having regard to the advice provided by Lucid Economics (refer Appendix A) … the proposed
         development will provide considerable capacity to attract high yield/high spending visitors and
         would represent one of the most significant investments in tourism product over the last decade. In
         order to grow as a destination, Noosa requires new tourism investment into facilities and amenity.
         Further, the proposed development … addresses a significant lack of luxury, full-service hotel
         product in the Noosa region. Currently, there is only one property (out of 158) that provides a luxury,
         full service hotel experience (i.e. Sofitel Noosa Pacific Resort). Furthermore, Noosa suffers from a
         shortage of short-stay accommodation rooms and a chronic shortage of high-end, luxury
         accommodation3.

         While the proposed development is partly located within the Recreation and Open Zone, there is
         a significant need for additional high end luxury visitor accommodation choices within the Noosa
         area which is suffering from a significant shortage of luxury short-stay visitor accommodation
         (discussed further below). There is a strong community need for the proposed “Boutique Hotel”
         which is well located within the existing Noosa Springs Golf and Spa Resort and will complement
         the existing facilities, make efficient use of existing infrastructure, with the site being specifically
         identified for a Resort Complex. Further, the proposed development will not cause any
         unacceptable impacts on the environment, the existing residential amenity of the locality, the
         visual and landscape amenity, trunk infrastructure or the local road network.

         The proposed development is consistent with the higher order planning outcomes sought under
         the Strategic Framework.

         The following overall outcomes under the Noosa Heads Local Plan are most relevant to the
         assessment:
