Executive Summary
The proposed development seeks to provide a “Boutique Hotel” within the existing Noosa Springs
Golf and Spa Resort. The proposed “Boutique Hotel” will provide:
• 112 luxury hotel rooms, including:
o 104 standard rooms (34m² - each);
o 6 suites (68m² - each);
o 2 presidential suites (102m² - each);
• Two resort luxury pools;
• Outdoor fire pit seating area;
• Café & restaurant (with seating for 96 people);
• Bar area (with seating for 26 people);
• Hotel lobby area;
• Covered parking;
• Guest waiting area; and
• Three new tennis courts.
The proposed Resort Complex will be integrated with the existing Noosa Springs Golf and Spa
Resort facilities including:
• Noosa Springs Golf Club facilities including change rooms and golf pro-shop;
• Restaurant known as “Relish”;
• Conference facilities, meeting rooms and function room facilities;
• Spa and treatment facilities; and
• Fitness centre and 25m heated swimming pool; and
• Four tennis courts.
The proposed development is consistent with part 3.2.4 of the Strategic Framework, which seeks
to protect the amenity of residential areas and protect other areas for visitor accommodation. The
section states, in part …given Noosa Shire's popularity as a destination for visitors, accommodation
it is under increasing pressure from both residents and guests. Under the planning scheme visitor
accommodation areas are protected for visitors to the exclusion of permanent occupants. The
subject land is one of the limited number of sites available for new resort development specifically
protected for this purpose. Conversely, neighbourhoods of permanent residents are protected
from influxes of short-term visitors whose interests and priorities are not compatible with
residential amenity.
The subject site is partly located within the Tourist Accommodation Zone over the lower portion
of the site where the existing Noosa Springs Golf and Spa Resort facilities are located. The
planning intent for the Tourist Accommodation Zone is to provide for visitor accommodation in
the form of a Resort Complex or Short-term accommodation. In this case, a Resort Complex is
being proposed which will provide purely for visitor accommodation.
It is not possible to provide the proposed visitor accommodation entirely within the Tourist
Accommodation Zone over the land. This is because of the location of the existing Noosa Springs
Golf and Spa Resort facilities, which will form part of the proposed integrated development. The
built form of the Resort Complex is compartmentalised effectively forming five separate buildings
