that are joined and step up the site, minimising earthworks, and maximising tree retention, as
much as possible.
The proposed built form is three storeys in height and has been designed to not protrude above
the existing tree line, and generally presents as two storeys to Resort Drive. The proposed
development will not have an unacceptable visual amenity impact off the site, in particular when
viewed from “The Palms” development within Noosa Springs and from Lake Weyba and Weyba
Creek.
The application and assessment has considered the location of the visitor accommodation with
respect to odour generated from the Noosa Waste Water Treatment Plan located to the north
east, as well as the risk from bushfire, impacts on ecology, potential noise impacts, parking and
traffic impacts, civil engineering, including minimising earthworks, stormwater management and
water quality.
The proposed development will result in the removal of some Non-Juvenile Koala Habitat Trees
(NJKHTs) in an isolated pocket to the north and close to Resort Drive. An environmental offset is
being proposed that should result in a net gain to koala habitat in a preferred location. Where
possible, the amount of the earthworks is minimised to protect native vegetation around the
perimeter of the site, but some earthworks is necessary given the nature and location of the
development.
Under the Economic Impact Assessment, the detailed audit of the existing accommodation supply
in Noosa has found there is a total of 3,821 rooms across 158 properties. The economic
assessment has revealed there is a chronic shortage of full-service, luxury hotel accommodation
with the market dominated by serviced apartments.
The proposed “Boutique Hotel” will represent an estimated investment of $40 million. The
economic benefits include:
• Construction phase - $25.71m and 202 jobs; and
• Operational phase - $14.29m and 158 jobs.
It is expected that the “Boutique Hotel” will greatly augment the existing accommodation market
and assist in growing the local tourism industry. The new hotel will not have a material impact on
other existing properties in the market and the new rooms will be easily absorbed by future market
demand.
With the pre-existing shortages as well as the expected future shortages, there is a economic,
community and planning need for the development so as to not deter visitors (and the important
economic benefits that they bring) through a lack of availability. Given the nature and high quality
visitor accommodation being provided by the proposed “Boutique Hotel”, it is likely the
development will lure new visitors to Noosa creating a net increase in visitation and expenditure.
The Economic Impact Assessment has identified numerous other economic benefits including:
• an increase in luxury tourism product in Noosa;
• an increase in luxury branding;
• an increase in capacity for business events and weddings;
