accessibility to Hastings Street, Main Beach, and the many restaurants and shops in the
locality and is about a 30 minute drive from the Sunshine Coast Airport;
• the existing Noosa Springs Golf and Spa Resort facilities are located within the Tourist
Accommodation Zone and integral to the Resort Complex, and it is not possible for the
entire “Boutique Hotel” to be provided in the same location;
• it is necessary for part of the proposed “Boutique Hotel” to extend into the Recreation and
Open Space Zone, with the visitor accommodation to be integrated with the existing
Noosa Springs Golf and Spa Resort facilities, including the 18 hole championship golf
course, which is highly desirable;
• the proposed development will not result in any unacceptable impacts upon the amenity
of the area or environmental values, including visual, landscape or scenic amenity;
• an environmental offset is to be provided for the loss of Non Juvenile Koala Habitat Trees
(NJKHTs) within the isolated pocket of remanent vegetation to the north which will result
in a net gain of koala habitat in a more desirable location;
• there is limited land available within the urban area of Noosa Heads that could
accommodate the proposed “Boutique Hotel”, and no land that has the attributes offered
by the subject land which contains the existing Noosa Springs Golf and Spa Resort facilities
and infrastructure;
• there is a strong economic, community and planning need for the proposed development
in this location with the subject land being specifically identified for visitor accommodation
as a Resort Complex under the planning scheme; and
• while part of the “Boutique Hotel” is located outside the Urban Boundary, there is a high
level of community need to luxury visitor accommodation to be provided within the Noosa
Heads Locality.
