Introduction
The purpose of this report is to provide a town planning assessment for a proposed “Boutique
Hotel” development within the Noosa Springs Golf and Spa Resort development, Resort Drive,
Noosa Heads. The proposed “Boutique Hotel” is to be integrated with the existing Noosa Springs
Golf and Spa Resort facilities and infrastructure which are to be maintained.
The proposal represents a significant tourist accommodation opportunity that will provide
substantial community benefit. The proposed “Boutique Hotel” will provide luxury visitor
accommodation in association with the Noosa Springs Golf and Spa Resort facilities. As part of
the proposed development it is intended to expand the kitchen area of the existing restaurant
within the Clubhouse to cater for the needs of visitors staying at the “Boutique Hotel”.
The proposed “Boutique Hotel” will provide a full-service hotel experience for the Noosa area. The
only other full-service hotel in the Noosa area is the “Sofitel Noosa Pacific Resort” in Hastings
Street. It is suggested that the proposed “Boutique Hotel” will be a welcomed modern addition
to the existing visitor accommodation facilities generally centrally located within the Noosa area.
It is expected the proposed “Boutique Hotel” will greatly augment the existing accommodation
market and assist in growing the local tourism industry. Given the nature and high quality of the
proposed visitor accommodation, it is likely that the “Boutique Hotel” will lure new visitors to
Noosa that otherwise might not visit the location, resulting in increased visitation and expenditure.
The "Boutique Hotel" will provide a 112 room, full-service luxury hotel that represents an
investment of an estimated $50 million. Once approved, the applicant (Noosa Springs Real Estate
Pty Ltd) will complete detail deign and commence building the development as soon as possible.
It is understood that the construction of the development will take about 14 months.
The application made is supported by a number of reports from experts in the following
disciplines, which are provided in the Appendices:
• Economic Impact Assessment prepared by Lucid Economics (Appendix A);
• Terrestrial Ecology Assessment prepared by Gondwana Ecology (Appendix B);
• Odour Assessment prepared by Katestone Environment Pty Ltd (Appendix C);
• Engineering Report by Walsh Engineering (Appendix D);
• Bushfire Hazard Assessment prepared by Rob Friend and Associates (Appendix E);
• Traffic Engineering Assessment prepared by Traffic and Transport Plus (Appendix F);
• Landscape Architecture prepared by Place Design Group (Appendix G); and
• Noise Impact Assessment prepared by ASK consultants (Appendix H).
Subject Site
The site is located on the eastern side of the existing Noosa Springs development within Lot 4 on
SP178340 (refer Figure 1).
