GENERAL COMMITTEE MEETING AGENDA 17 FEBRUARY 2020
Figures 3 and 4: 20 metre wide hard surface to rear of lots 11 -15 (yellow)
The proposed emergency easement to the rear of lots 11 -15 is generally supported and will
result in works to connect the emergency access road to Walter Hay Drive noting that there is a
significant difference in levels between Walter Hay Drive and the boundary of lot 11. These works
are external to the site and would require amendment to the Infrastructure Agreement.
It is also noted that the applicant has amended the extent of fill to the rear of lots 11 – 15 and
reduces the extent of fill from approximately 5 metres to approximately 1.8 metres at its highest
point.
Road layout and lot access
A number of concerns were raised in the original report regarding road layout and access to lots.
The applicant has provided amended engineering drawings which have been reviewed by
Council’s traffic consultant. In summary Council’s traffic consultant advises that the outstanding
matters regarding the road layout and traffic access have been resolved, subject to conditions.
Lot for Inter-Regional Transit Facility
The amended plan of survey provides for a separate lot (lot 24) for the future transit use, with an
area of 4912m2. The applicant also proposes to dedicate the new road to the east of lot 24 to
Council to facilitate access to this lot, which would be sufficient to accommodate bus and
pedestrian access to the future transit centre. The issues raised in the original report regarding
the transit facility are considered to be resolved by this amended plan.
Pedestrian and Cycle Network
The amended survey plan provides for a 4 metre wide pedestrian thoroughfare easement
adjacent to the full extent of lots 3 and 4 and across Covenant J. The applicant has proposed 2
separate easements across Covenant J, but only 1 x 6 metre easement is required.
The applicant has identified that suitable pedestrian connectivity is available via an existing
pathway to the west of lot 23 to Noosa Civic. The applicant has proposed connectivity from lot 23
to the existing pathway.
