RECOMMENDATION
That Council note the report by the Manager Community Facilities to the Infrastructure &

A. Authorise the Chief Executive Officer to enter into a 10 year lease with Noosa Gymnastics
Club Inc. for the main hall at the Bicentennial Community Centre (as identified in Attachment 1);
B. Authorise the Chief Executive Officer to enter into a 10 year lease to Noosa Christian
Outreach Church to operate a Montessori School, if they are successful with their school
accreditation, for the demountable building at the Bicentennial Community Centre (as identified in
Attachment 1); and
C. Apply the exception to the requirement for tendering of these leases under Section 236 (1)

REPORT
1. Background
The Bicentennial Community Centre (BCC) is a large multi-purpose community venue located on
freehold Council land, within a community precinct at Sunshine Beach. See Attachment 1 for site
layout.
The main hall was opened in 1988 with the annexe and demountable buildings added at later
dates. The main hall and annexe have been used for a variety of community, sporting and
cultural activities by individual community members and organisations over the years for activities
such as classes, meetings, rehearsals and workshops.
The usage pattern of the main hall and annexe has varied over the years, however, a dramatic
decline in the weekly hours of regular bookings has been evident from 2007 to 2014 (see Graph
1 below). The major reasons for the decline include:
• Age and facilities available at the site
• Construction of new Council venues - Peregian Beach Community Centre and The J
• The plethora of Building Education Revolution (BER) - funded, modern facilities built in
recent years at local schools
