INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 14 OCTOBER 2014
Demountable Building
The Noosa Flexible Learning School have recently vacated the demountable building and moved
to their new purpose built school in Girraween Court.
Since then Council officers have undertaken negotiations with the (NCOC) for the potential lease
of the demountable building. The intention is to negotiate a similar arrangement as was
previously in place with Noosa Flexible Learning School (i.e. market rate rent).
The Montessori School use is consistent with the previous usage of this building and also meets
the requirements of the BER funding received by Noosa Flexible Learning School which was
spent on improvements to the building. NCOC has applied for school accreditation and an
agreement to lease has been provided including market rate rent similar to the previous users of
the demountable building. NCOC will be notified later in the year on its application for
accreditation and the school envisages commencing in the New Year. In the meantime the
building will be available for hire by room at a per hour, day or week basis.
The proposal for reallocation of existing users to alternative venues, the leasing of the main hall
to Noosa Gymnastics Club Inc. and the lease of the demountable building to NCOC will:
• Enhance and diversify the community and sporting groups’ usage across all of Council’s
community facilities;
• Improve the amenity of the main hall at the BCC and increase usage of that facility;
• Provide an improved financial return to Council from the BCC; and
• Result in no net loss of community land as per previous proposals for the Noosa Gymnastics
Club to build its own facility.
3. Legal
Under Section 236 (1) (b) (ii) of the Local Government Regulation 2012, Council is not required
to tender for the leasing of the property as the purpose of the lease is to a community
organisation. The requirements of this exception are that a relevant Council Resolution is first
obtained.
Previous Council Consideration
Finance & Risk
The proposal increases both the usage of and the financial return to Council from the
Bicentennial Community Centre.
The risk of not implementing the proposal is that patronage at the BCC will continue to decrease
and Council will be left with a lazy asset.
