INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 14 OCTOBER 2014
In considering the best future long term use of the BCC, the needs of existing users of the BCC
and other community organisations have been assessed. As a result of this analysis, two
organisations have been identified for whom the buildings at the BCC will meet their needs and
requirements for ten years into the future.
One of these organisations is Noosa Gymnastics Club Inc. The Noosa Gymnastics Club.
commenced operating at the Noosa Leisure Centre in 1994 (via annual venue hire) until they out
grew the space and moved into a leased industrial building in December 2010. They have been
located at this site for four years and have now outgrown the building. The Gymnastics Club
have been searching for suitable land or building to move to. An option recommended in the
Sunshine Coast Sport and Active Recreation Plan was to investigate the suitability of land in the
vicinity of Noosa Aquatic Centre. One such parcel of land considered was an area which is part
of the Noosa Aquatic Centre lot. However, further investigation has revealed this is not
considered a viable option for the club because of the high costs of a new building. The club has
a long proven track record and has been paying commercial rent at their current premises.
The other organisation is the Noosa Christian Outreach Church (NCOC) who are in the process
of applying for school accreditation to operate a Montessori School, if they can find a suitable
venue. The demountable meets these needs.
The proposed solution will also provide a better facility usage mix across Council’s community
facilities as it involves moving some users to other Council venues, and moving some users from
the main hall to the annexe as well as the introduction of two new major users to the BCC as
mentioned above.
Main Hall
It is proposed that the Noosa Gymnastics Club Inc. become the exclusive use tenant of the main
hall. The floor space, height and ancillary facilities of the main hall, meet the club’s requirements
and allows room for expansion. It is proposed that the club be offered a long term lease at
market rate.
The existing music and cultural groups utilising the main hall can be accommodated at The J
(which was purpose built for this type of use). Earlier this year Noosa Chorale relocated to The J
which has been a resounding success.
Other monthly or annual hirers (i.e. Rotary Bookfest) can be accommodated at the Noosa
Leisure Centre. Smaller user groups have been offered the annexe or space at the Noosa
Leisure Centre.
One of the main long term users of the main hall is the Noosa Table Tennis Club. The Club has
been offered space at the Noosa Leisure Centre which suits their needs and will be beneficial for
the club long term as they will now be located in a sporting facility. The Club are able to move
immediately, pending the outcome of this report.
Annexe
The annexe will continue to provide suitable spaces for workshops, classes, meetings and
activities like dance, martial arts, yoga etc. This will remain available for bookings by the hour,
daily or weekly.
