leddy sergiacomi & associates pty. ltd. LSA Ref: 45-021 4.2.2 deemed to comply with this intent, allowing greater control of water quality to be achieved onsite. Preferred Dominant Land Use Designation The subject land is included within the Rural Conservation preferred dominant land use designation within the Lake Macdonald Locality. Section 13.3 of the Strategic Plan describes the designation as follows: Land which has been strategically assessed as having significant environmental values. The land also makes an important contribution to the character of both the locality and the hinterland of the Shire. It may also have some level of agricultural value. This land is unsuitable for intensive rural settlement, though house site areas may be capable of being identified at low densities which would not impact the land’s environmental values. Development within the Rural Conservation preferred dominant land use designation within the Lake Macdonald Locality must conform to a number of objectives detailed in the Plan. Objective 13.1.1 seeks to ensure that the protection of water quality within Lake Macdonald is the paramount factor in the determination of planning applications in the Lake Macdonald Water Supply Catchment. Strategic Aim 27.8.3 of the Strategic Plan sets out the Water Supply Aims and details that the protection of water quality within the Shire’s primary water supply source of Lake Macdonald will be achieved by ensuring that development does not adversely impact or potentially adversely impact that water quality. The proposed development seeks to address current issues pertaining to water quality by including a number of water quality improvement devices within the road reserve and private allotments, including redevelopment of the existing dams to function as detention basins. A preliminary design has been undertaken of the stormwater management system proposed for the site, with water quality modeling of the stormwater system also having been undertaken using the MUSIC computer program.
