The proposal aligns with the intent of the precinct by encouraging health, wellbeing and
recreational activities, activating the existing building and providing a diverse land uses that will
meet the needs of the Noosa community.
Tenancies CC12, CC16, CC19 and CC20 have been included to provide more flexible tenancies, by
including additional uses for future tenant and leasing opportunities.

Tenancy CC18 has a proposed tenant for Pilates, which includes:

    •   Open plan Pilates workout area (12 x Reformers);

    •   Reception area;

    •   A store/comms room; and

    •   Accessible toilet.

While tenants of the remaining tenancies are not yet known, the layout and function of the
tenancies would be similar.

For the current tenant of CC18, classes will be via an on-screen instruction which will eliminate
the need for onsite staff during operating hours and reduce impacts related to staffing and
parking. The use is proposed to operate between 5:15 am and 10:45 pm, aligning with customer
demand for early morning and evening sessions. This will also avoid peak parking demand with
typical retail hours.

As Pilates is low intensity, it is complementary to the health and well-being of patients already
accessing services in the Medihub building. It is a quiet indoor activity and will not have any
adverse impacts on the amenity of adjoining tenancies or buildings.

This report demonstrates that the proposed Material Change of Use for Indoor Sport and
Recreation is low-impact, consistent with the zone and precinct, and complies with the intent of
the Strategic Framework, Noosaville Local Plan and relevant codes of the Noosa Plan 2020.

It includes a breakdown of the site and application details, proposed development, planning
history, context of the site, a detailed analysis of the proposed Material Change of Use and
applicable Planning Scheme assessment.
