The Calile Noosa - Peer Review Rev. B 17.08.22
Stepping roofs, along with recessed balconies and deep reveals to windows
complement the character of the Noosa Heads locality and the sloped and
stepping topography of the site.
The site has no direct adjoining properties, other than the Reserve, Serenity Close
and Banksia Avenue North, so there are no issues of overlooking, loss of privacy,
view or access to sunlight or breezes.
AO20.1 “The main roof of the building has a roof pitch no less than 5 degrees
and has minimum 600 millimetre eaves to at least 75% of the perimeter
of the building excluding where located in:
(b) the Noosa Heads local plan area.”
Proposal complies as the development is located within the Noosa
Heads Locality under the Noosa Plan 2020.
AO20.2 “Development does not include roof top terraces.”
An alternative solution is proposed for some of the lower level roofs,
which are proposed to be: A roof garden on Level 4 above the West
Wing Resort Rooms where upper levels look down onto these spaces;
Open landscaped spaces on Level 4 above the Service Basement and
Retail Tenancies; Open landscaped spaces, including the Main Pool
and Kids’ Pool on Level 4 above the Car Parking areas; roof planting on
Level 5 above the Covered Outdoor Pre-Function areas, Covered
Outdoor Dining areas, Pool Club and Pool Cabanas.
AO20.3 “The total width of any parapet wall does not exceed 50% of the width of
the front façade of a building.”
An alternative solution is proposed for this requirement, which provides
a functional response to the climatic control of the buildings. The
purpose of incorporating roof overhangs in subtropical architecture is to
provide shading and protection to windows and doors; however, on a 2,
3 or 4 storey building, the roof overhangs are too high to perform this
task. Therefore, shading and protection is proposed to be achieved by
recessing doors behind the façades and having deep reveals to the
windows.
There are many examples and precedents for buildings in this locality
that incorporate parapets; in the author’s view, the architectural design
proposed for the Calile Noosa is far superior to most of the buildings in
the Noosa Heads Locality.
2.4 Safety and Amenity
The Noosa Plan 2020 Tourist Accommodation Zone Table 6.3.4.3 Criteria for Assessment
requires that the Safety and Amenity of the proposal have Performance Outcomes (PO)
and / or Acceptable Outcomes (AO) as follows:
PO21 “Development ensures that the design of the development and operation of uses:
(a) provide a high level of amenity to users of the subject site; and
(b) do not unreasonably impact on the amenity enjoyed by users of adjoining or
nearby premises, including privacy and access to sunlight.”
Proposal complies.
