13 External colours and finishes of the building must comprise of muted environmental tones that blend with
the natural environment, as indicated on approved plan DA26 “Finishes Palette / Schedule” by Blackburne
Jackson Design. Buildings 23, 24, and 25 and 26 must not contain broad areas of light coloured walls.
Condition 14
This condition currently requires that any new site boundary fencing allow for the movement of local macropods.
We contend that to encourage the movement of kangaroos, wallabies and the like into units which have their
private open space located immediately adjacent the development site boundary (i.e. Blocks 10 to 12) would
result in an outcome which is not appropriate (nor suitable) to the intended purpose of this space. As such, it is
requested that this condition be deleted.
Condition 31
It is requested that this condition be amended to reflect proposed changes to car parking numbers that result as a
consequence of the proposed changes to the unit mix and type. We request that this condition be amended to
read:-
31 A minimum of 80 68 car parking spaces must be provided and marked on the overall site generally in
accordance with the approved plans. The works may be staged and must be undertaken in accordance
with an Operational Works approval and must include in particular:
a. 9 8 visitor parking spaces within the total, which are clearly marked for that purpose and accessible at
all times for visitor use.
b. Crossfalls, gradients and vehicle headroom in accordance with Australian Standard AS2890: Parking
Facilities.
c. The minimum number of parking spaces as indicated on the approved plans for each of the buildings
in the particular Stage.
Previous Condition 32
It appears that previous Condition 32 was erroneously deleted in the Negotiated Decision Notice. We can confirm
that the intent is to ensure compliance with this condition and as such, there is no objection to its reintroduction.
The previous condition stated:
32 All car parking areas and access driveways must be maintained exclusively for vehicle parking and
maneuvering and kept in a tidy and safe condition at all times.
Condition 36
This condition appears to have been erroneously maintained in the Negotiated Decision Notice, as it is
superseded by updated Condition 37 under the incorrect heading ‘Electricity and Telecommunication Services’. It
is requested that this condition, which is reproduced below (in strikethrough) be deleted:-
36 The site must be provided with a stormwater drainage system connecting to a lawful point of discharge.
The works must be undertaken in compliance with a development permit for operational works and must
include in particular:
a. Stormwater collection and pipe system in accordance with the requirements of latest Queensland
Urban Drainage Manual (QUDM) and related guidelines.
b. Stormwater retention and/or detention systems must be provided within the property to ensure all
stormwater runoffs from the site are maintained to its predevelopment rates for all storm events up
and including 1% AEP.
