MCU14/0106 & OPW15/0001 Information Request Response Report (absent appendices)
Noosa Civic Expansion
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
to target species’ breeding activities. Given the known/predicted presence of
State and Federally listed species it is important that methodologies as stated
in these guidelines are undertaken. Guidance on suitable methodology can be
found at http://www.qld.gov.au/environment/assets/documents/plants-
animals/biodiversity/wallum-sedgefrog.pdf.”
RESPONSE
A frog survey during the optimal breeding season was not originally possible due to timing
associated with the preparation and lodgement of the development application.
However, a further survey was able to be completed between 25 February 2015 and 27 February
2015 in a week following heavy rainfall, complying with Commonwealth guidelines which
recommend surveys within 1 week of heavy rain between October and February.
The additional frog survey revealed additional locations of Crinia tinnula, but failed to located
Litoria olongburensis. Despite this, areas located within the far south of Lot 3 support vegetation
that represents potential habitat for this species. No Crinia tinnula were recorded within the
proposed development footprint.
Please refer to Appendix F – Ecological Response, and particularly the Supplementary
Ecological Assessment Report for additional detail, including the results of the frog survey.
7.3 Listed Flora
“Lobelia membranacea is listed as Near Threatened under the NC(W)R and it is also listed as
being recorded on the subject site. This species should be included and discussed in the desktop
and field results of the report. In addition, there are records of Allocasuarina emuina (Endangered
under the EPBC Act and NC(W)R), Eucalyptus conglomerata (Endangered under the EPBC Act
and NC(W)R), Pararistolochia praevenosa and Glycine argyrea (Near Threatened under the
NC(W)R) in the Wildnet search. The likelihood or known occurrence of these species should be
discussed within ecological reporting.
Information Required:
59 Update the ecological reporting to include:
(a) all known or predicted flora species of conservation significance;
(b) update Figure 7 to show the location of all known species of conservation
significance;
(c) provide details of which areas have been subjected to detailed/targeted
searches for significant flora.”
RESPONSE
No additional flora species of conservation significance are known or predicted to occur within
the study area.
In relation to Lobelia membranacea, its location was not recorded during field surveys conducted
between March and April 2013 because this species was not identified as a Near Threatened
species under the Nature Conservation (Wildlife) Regulation 2006 until it was amended in May
2014. Additional surveys for Lobelia membranacea were undertaken on 31 March 2015 and the
results of the survey are provided in the Supplementary Ecological Assessment Report included
as part of Appendix F – Ecological Response to this report. The survey determined that the
species located on site was Lobelia quadrangularis, which is not listed under the Nature
Conservation (Wildlife) Regulation 2006. Changes to the Census of Queensland Flora in 2013
have also resulted in Lobelia membranacea being restricted to the northern districts and not
present within the Moreton District
Based on the investigations that have been undertaken, the Applicant is confident Allocasuarina
emuina, Eucalyptus conglomerate, Pararistolochia praevenosa and Glycine argyrea are not
present on the site.
