7.3           Implementation considerations
Given the estimated total cost of $14.7 million to implement the proposed cycling facilities on Corridor 2, the higher

priority sections will be incrementally delivered over the next decade, with lower priority sections delivered beyond
2030/31 if required. This will require the application of a variety of different funding and delivery mechanisms, as outlined
in Section 7.3.1 and Section 7.3.2 respectively.

7.3.1 Funding mechanisms
Grants
NSC has successfully applied for and received Queensland Government grant support in the past, predominately through
the Cycle Network Local Government Grants (CNLGG) Program which helps local government to deliver best practice,
high quality and safe cycling infrastructure. Applications open in October each year and close in December, with funding

for the following financial year announced in July through the publication of the Queensland Transport and Roads
Investment Program. The CNLGG Program will be an important mechanism for assisting in the delivery of the proposed
cycle facility for Corridor 2.
It should be noted that CNLGG grants can be used for either design or construction, not both together. If the intention is
to seek grant funding for the design component, there may be merit in undertaking design works across multiple project
components concurrently. This may help increase the accuracy of cost estimates and create efficiencies in the delivery of
the implementation program.                                   CIL
Other potential grants that may be suitable to assist in the delivery of the cycle facility are presented in Table 43. It is
highly likely over the course of the draft implementation plan that new grant programs will emerge at both the Federal
and State level, therefore any relevant opportunities should be regularly identified and actively pursued.

                                         Under the program, proponents can apply for funding of up to 50 per cent of project
                                         costs.
    Roads to Recovery Program3           The program supports the maintenance of the nation's local road infrastructure asset,
                                         which facilitates greater access for Australians and improves safety and economic and
                                         social outcomes. Pedestrian and cycling facilities associated with a road can be funded
                                         under the program but such projects receive a higher priority if their specific aim is to
                                         improve safety for vulnerable road users.

    Local Roads and Community            A $500 million program to stimulate additional infrastructure construction activity in
    Infrastructure Program4              local communities across Australia to assist communities to manage the economic
                                         impacts of COVID-19. Eligible local road projects involve the construction or
                                         maintenance of roads managed by local governments. This includes but is not limited to
                                         bridge or tunnel works, facilities off the road that support the visitor economy, and
                                         road and sidewalk maintenance in addition to normal capital works schedules. Projects
                                         on State/Crown can also be eligible, subject to conditions.

                                         The program will run from 1 July 2020 to 31 December 2021, with projects required to
                                         be physically completed by 30 June 2021.
