General Committee Meeting Report -51995.1611.04 (As Published)
GENERAL COMMITTEE MEETING REPORT 13 OCTOBER 2025
Whilst the definition of Indoor Recreation did not prevent the provision of food, the proposed food
and drink offering proposed under the current proposal would be more likely to have been
considered a ‘Caterers Room’ which was defined as:
Any premises used or intended for use for
a. A function room; or
b. A restaurant
………….For the purposes of this definition, the term “Restaurant” means any premises –
In which substantial meals being meals of at least two courses one of which consists of fish,
meats or meat substitutes other than in sandwich form are regularly supplied to the public
for consumption by person seated therein……
The proposal seeks to amend the list of approved land uses of Outdoor Sport and Recreation,
Food and Drink Outlet, and Medium Impact Industry (Distillery). Under the 25 September 2020
version of the Noosa Plan 2020, these terms are defined as:
Outdoor Sport and Recreation means the use of premises for –
a. a recreation or sporting activity that is carried on outdoors and requires areas of open
space; or
b. providing and selling food and drink, change room facilities or storage facilities, if the use
is ancillary to the use in paragraph (a)
Food and Drink Outlet means the use of premises for -
a. preparing and selling food and drink for consumption on or off the premises; or
b. providing liquor for consumption on the premises, if the use is ancillary to the use in
paragraph (a)
Medium impact industry means the use of premises for an industrial activity—
a. that is the manufacturing, producing, processing, repairing, altering, recycling,
storing, distributing, transferring or treating of products; and………………….
These land use definitions appropriately reflect the proposed use of the site.
Notably the Outdoor Sport and Recreation use generally aligns with the uses approved under the
original approval. Outdoor Sport and Recreation is a consistent use in the zone and enables the
continuation of the long-established primary use of the site for lawn bowls, which has an existing
use area of approximately 2020m2.
Accordingly, the current proposal seeks to introduce two new land uses being Food and Drink
Outlet and Medium Impact Industry (Distillery). Whilst both uses are identified as inconsistent uses
they are considered appropriate on the following basis:
• The proposed Food and Drink Outlet is generally consistent with how the Indoor
Entertainment (Bowling Clubhouse) has previously operated noting a Chinese restaurant
previously operated from the site.
• The proposed Food and drink outlet has a use area of 450m2, which remains compliant
with the maximum 450m² Indoor Entertainment use area approved under the original
approval.
• The proposed 450m² use area for the Food and drink use is includes shared amenities
such as toilets used by both restaurant patrons and lawn bowlers and is comprised of the
following areas:
o Clubhouse and Dining Area (207m2)
o Outdoor Dining Area (87m2)
o Bowler Refreshment Area (118m2)
o Kid Playground (38m2)
