GENERAL COMMITTEE MEETING REPORT 13 OCTOBER 2025

               • The Food and Drink Outlet is consistent with many bowling clubs within the region operate
including the Tewantin-Noosa Bowling Club (Tewantin) and Club Pomona (Pomona) which
                      both have a restaurant/bistro.
               • The distillery is proposed to be situated within an existing 28m² room and will accommodate
a small batch still with a production capacity of approximately 20 litres per batch. The distillery
is small scale and will be associated with the Food and drink outlet use.
               • The area formerly designated and licensed for outdoor dining and including a children’s
playground, located to the east of the building, is proposed to be reclassified as a ‘No Access
Area’ for patrons (refer to Figure 3 – Overall Floor Plan, identified in purple). This space will
no longer be licensed for outdoor dining, utilised as a children’s play area nor Designated
Outdoor Smoking Area (DOSA). Instead, it is proposed to be partially repurposed for
operational functions, specifically to facilitate the receival and storage of goods by staff. This
change addresses submitters concerns relating to noise associated with the current
operation. Conditions are propsed to manage the operation of this area from a noise and
                      operational perspective.
               Role and function
Recreation and Open Space Zone Code
               Performance Outcome PO5
Community uses, clubs, indoor sport and recreation and small scale ancillary food and drink outlets
support the ongoing safe, comfortable and efficient operation of recreation and open space
               activities.
               Performance Outcome PO8
Food and drink outlets are small scale and ancillary to the main recreation or community activity
or tourist park use on the same site.
To ensure the proposed Food and Drink Outlet (450m²) remains ancillary to the primary use of
Outdoor Space and Recreation (2,020m²), a condition will be imposed limiting the maximum gross
floor area of the Food and Drink Outlet to 450m². This condition will ensure the proposed Food and
Drink Outlet does not exceed the existing allowable area and continues to function as a subordinate
               component of the overall development.
Furthermore, to ensure the ongoing protection and efficient operation of Cooroy Bowls Club, a
Licence Agreement has been executed between Your Mates Bowlsy Pty Ltd (Licensor) and Cooroy
Community Bowls Club Inc. (Licensee). The agreement provides for an initial five-year term, with
an option to renew for up to eighteen additional five-year terms. This arrangement secures long-
term access and operational certainty for the bowls club within the broader development context.
               Effects of use
               Industry Activities Code
               Performance Outcome PO2
Industry activities are of a type, scale and intensity that is consistent with the zone, locality and
character of the area in which it is located.
The proposed Medium Impact Industry component is limited to a small-scale distillery, to be
operated within an existing 28m² internal room of the premises. The operational intensity is
constrained to a small batch distilling process, with a maximum capacity of 20 litres of spirits per
batch. The nature and scale of this use will be appropriately regulated through the imposition of
