GENERAL COMMITTEE MEETING AGENDA 15 NOVEMBER 2021
planning, design and delivery; and
B. Note that any associated mapping outputs developed using these methodologies will be
reviewed and updated periodically as required in response to new relevant information,
legislative requirements or climate change projections in accordance with Council’s
Climate Change Response Policy 2017.
Finance
The CHAP project is funded by the State government and administered through the LGAQ,
with all coastal councils working through a similar process. Under the funding agreement,
Council has been given until 30 November 2021 to finalise the CHAP development. The project
is currently on track to meet this timeframe. The next step in the process following Council
approval of the final CHAP is to submit the CHAP and supporting documents to LGAQ and the
State Government for endorsement.
A more detailed implementation plan based on the preferred outcomes and actions in the
CHAP will then be developed to identify priority steps and budget requirements for
implementation.
Risks & Opportunities
The CHAP is an important risk management document helping inform Noosa Shire how to
mitigate coastal hazard risk and prepare for potential impacts. The plan sets clear priorities
and preferred outcomes for managing these risks across areas of infrastructure planning and
delivery, land use planning, environmental management and emergency management. The
plan provides an adaptive management approach that incorporates ongoing monitoring and
review to ensure a ‘stepped’ approach to preparing for coastal hazard risks over time. This
includes opportunities for local data gathering and implementing on-ground actions as a priority
to manage the health and resilience of dunes and foreshores over the short to longer term.
Consultation
External Consultation - Community & Stakeholder
There has been a high level of community interest in the CHAP process, and this has led to
the extension of the community consultation early this year; the establishment of the
Community Roundtable; and a second round of community consultation seeking feedback on
proposed changes. This extra consultation has been beneficial in increasing Council’s
understanding of community concerns and in helping to clarify the purpose, intent and
preferred outcomes of the CHAP.
