5.2 BUSHFIRE HAZARD ASSESSMENT
A Bushfire Hazard Assessment for the development has been prepared by Queensland Bushfire Planning
and is included as Appendix I to this report.
The reporting has been prepared to assess the mapped bushfire hazard and associated impacts this has on
the development area. The Bushfire Hazard Assessment has included also included a response to the
Bushfire Hazard Overlay Code confirming the bushfire hazard can be appropriately managed on the site.
More specifically, the Hazard Assessment Report demonstrates:
• No hazardous vegetation will remain within the proposed development area;
• Previously identified external impacts to the site including Lots 3 and 7 to the east and Lot 21 to the
west are not considered as part of the hazard assessment as this land does not pose a bushfire
hazard source (classified vegetation);
• Further external impacts including Lot 5 to the south of Hoffman Drive will affect the proposed
development area.
o Lot 5 is an area of non-remanent vegetation as a result of past disturbance;
o Patches of vegetation less than 3ha are said to be less likely to develop into a fully
development fire front;
o The expansion of Hofmann Drive will further reduce possible threats of bushfire from the lots
to the south and south east;
o The Noosa Civic Shopping Centre further separates any bushfire threat from the north and
north-east on the development area;
o Lots 4 to 15 to the south-east of the development area (also separated by Hofmann Drive)
will further mitigate impacts from exposure, as these lots will be further cleared in
accordance with the existing ROL and OPW approvals.
• The relevant Australian Standard (AS 3959 – 2018) requires that any classified vegetation within
100m of a proposed development is to be assessed;
o The relevant Bushfire Attack Level (BAL) for the development area has been assessed on
this basis;
o The resultant BAL is a small portion of the site toward the south-east corner fronting
Hofmann Drive is greater than BAL12.5m;
o The development area within a 100m radius of the assessed vegetation remains at a BAL
12.5m, with the remainder of the development area outside of the 100m radius with no BAL
rating, suggesting the BAL level for this area is determined to be low.
Overall, the report concludes that all appropriate mitigation strategies and procedures will be put in place to
reduce the bushfire hazard on the proposed development. Please refer to Appendix I for the full Bushfire
Hazard Assessment.
5.3 STORMWATER MANAGEMENT PLAN
A Stormwater Management Plan for the development has been prepared by ADG Engineers and is included
as Appendix J to this report.
The Stormwater Management Plan has been prepared to address stormwater quantity and quality objectives
are met in a post development scenario.
The stormwater quantity assessment is undertaken to demonstrate and confirm a non-worsening of peak
flow discharges from the site with the quality assessment undertaken to determine the required stormwater
treatment measure to be implemented on site. The reporting provides for the following:
• The stormwater quantity objective is to demonstrate there are no impacts from storm events up to
and including the 1% AEP storm event, ensuring existing infrastructure and downstream properties
are not adversely affected;
